OBJECTIVE/PURPOSE OF THE ROLE
Under direct supervision of the Country Director and working closely with the Programme Managers in Kenya and the MEAL department established at HQ level, the Junior MEAL Officer supports the Monitoring, Evaluation, Accountability and Learning activities of WeWorld. The Junior MEAL Officer contributes to overall program quality through the implementation of MEAL strategies and applying tools that enhance the effectiveness, efficiency and sustainability of WeWorld projects. The Officer will collaborate closely with the Country Director, Research & Data Analyst and program teams both in Kenya and at HQ level to ensure that all WeWorld MEAL requirements are met.
The Junior MEAL Officer will provide technical support to WeWorld projects in multi-sectoral interventions, GBV, Gender, Education, Peace and Stability, CSO’s strengthening, Water Governance and Livelihood sectors, and oversee the MEAL activities, including but not limited to: carrying out monitoring field visits, roll out data collection activities, handling accountability mechanisms, drafting reports, ensuring data confidentiality and security. The Officer will provide support to WeWorld staff and will work closely with partners staff in the implementation sites, providing capacity building/coaching sessions where relevant. The Junior MEAL Officer will be based in Nairobi and will be required frequent travels to WeWorld-GV Areas of Intervention (Narok, Migori, Isiolo, Kwale) on regular basis.
MAIN ROLES & RESPONSIBILITIES
Monitoring and Evaluation
Support the Programme Managers in creating specific methodologies, MEAL plans and tools for the monitoring and evaluation processes of the activities throughout the duration of the project.
Support the Programme Managers in liaising with partners and consortia in the specific Meal tasks.
Conduct regular monitoring field visits (on-site monitoring, quality spot checks, support to learning activities etc.) in WeWorld Areas of Intervention and provide timely feedback.
Ensure accuracy, confidentiality, and security of qualitative and quantitative data.
Ensure that the data queries, requests, and reports are addressed in an accurate and timely manner according to WeWorld and donors’ requirements.
Support and lead Post-Distribution/Implementation Monitoring (PDM/PIM) exercises and need assessments, eligibility assessments, internal baseline, endline evaluations and ad-hoc data collection activities.
Update and report on the Activity Tracker, Indicator Tracker and any other relevant performance monitoring tool.
Support in reporting on Activity Info on a regular basis.
Draft reports on a regular basis to inform the MEAL coordination on the activities conducted as well as to capitalize on the data collection activities performed.
Accountability and Learning
Drafting internal MEAL guidelines, strategies and Standard Operating Procedures (SOPs) at mission level in collaboration with Country Representative and HQ MEAL department.
Assume responsibility for the implementation of and compliance with WeWorld Feedback and Complaint Response Mechanism, tools and Standard Operating Procedure (SOP).
Assume responsibility for the implementation of and compliance with WWpolicies (PSEAH, Child Safeguarding, Code of Conducts and Ethics).
Identify strengths and weaknesses in existing data collection and propose solutions, suggesting ways to facilitate data management among projects’ teams and other WeWorld departments.
Analyze and discuss findings based on regular monitoring data.
Identify and conduct MEAL-related capacity building activities for all WeWorld program staff.
Supervise, train, and monitor the casual workers/data collectors who are contracted periodically for data collection.
Capitalize on MEAL-related activities drafting reports, guidelines, presentations, and manuals or organizing capitalization exercises, workshops, and sessions.
In collaboration with programme managers, Country representative and HQ MEAL department, facilitate learning events and disseminate lessons learnt.
Carry out other MEAL-related activities as assigned by the Country Representative as deemed necessary.
QUALIFICATIONS REQUIRED
University degree in social sciences, international cooperation, politics and international affairs, statistics, or related disciplines.
Minimum 2 years of experience within (I)NGOs, including minimum 1 year within M&E/MEAL department. The ideal candidate has previously worked for (I)NGOs in the programs/MEAL department and has concrete and proven experience with Monitoring and Evaluation activities, specifically in the development and humanitarian context.
Proficiency in mobile data collection tools such as KoboToolBox, ODK, Survey123.
Proficiency in both English and Swahililanguage is mandatory.
Proficiency in Microsoft Office 365 (especially Excel, Word and Outlook).
Proven technical skills in monitoring and evaluation and experience with both qualitative and quantitative data collection and analysis is mandatory.
Good analytical and writing skills and good capacity to produce high-quality reports in English is mandatory.
Demonstrated experience in developing data collection tools and methodologies is preferred.
Demonstrated experience in implementing Feedback & Complaint Response Mechanisms is preferred.
Demonstrated experience in complying with PSEA and Child Safeguarding policies is preferred.
Ability to independently organize work and prioritize tasks but also to work as part of a team.
Familiarity with IM systems and analysis software (PowerBI, R, Python, Stata etc.) or with any coding language is a plus.
