Senior Monitoring, Evaluation & Learning Specialist

Overview
To technically lead and support the work of CIFOR-ICRAF and its consortium partners in their joint role as an Agriculture/Agri-food Systems and Climate Action Impact Partner Organization (IPO) while ensuring integration and synergy with wider Quality for Impact (Q4I) and CIFOR-ICRAF initiatives.
Duties and responsibilities

Work with program partners to facilitate the development of and technically review systems-oriented Theories of Change (ToCs) in the context of African agriculture, agri-food systems, and climate action.
Conduct in-depth systems analysis to identify entry points for catalyzing transformative change in Africa’s agrifood system, while advising on promising policy and programmatic interventions to act up these.
Lead and facilitated formative evaluations to assess project progress, identify challenges, and recommend adaptive management strategies for improved outcomes.
Conduct summative evaluations to assess program impact, effectiveness, and sustainability, providing actionable recommendations for future programming.
Design and implement MEL systems to ensure data collection, analysis, and reporting meet program requirements and donor expectations.
Provide technical guidance and capacity development support to partners and program teams and partners on MEL practices.
Collaborate with stakeholders to ensure MEL activities are integrated into program planning, implementation, and reporting processes.

Requirements

Master’s degree or higher in a relevant field such as Monitoring and Evaluation, Development Studies, Social Sciences, or related disciplines.
Minimum of 10 years of experience in designing and implementing MEL frameworks for international development programs in Africa.
Proven expertise in developing Theories of Change, conducting systems analysis, formative and summative evaluations, and designing systems-focus MEL systems.
