Consultancy to Develop Youth Electronic Management System

Objectives of the Consultancy:

The primary objective of this consultancy is to develop and implement an Electronic Electoral Management System (EEMS) that ensures the integrity, transparency, and efficiency of the youth elections to be carried out in Kwale County.

Specific objectives:

Designing and implementing a user-friendly interface for voter registration, candidate registration and nomination, and vote casting.
Developing a secure, scalable, reliable, and secure backend system for managing voter data, candidate profiles, and election results.
Integrating geographical information system (GIS) data to support voting at the county, constituency, and ward levels.
Providing training and support to election officials and voters for the successful adoption and use of the voting system.
Enhancing Youth confidence in the electoral process through transparent and auditable voting mechanisms.

System Specifications:

Voter Registration Module:

Allow eligible voters to register online or through designated registration centers.
Capture and validate voter information, including biometric data where available, to prevent duplication and ensure accuracy.
Generate unique voter identification numbers (IDs) and issue digital voter cards for authentication during elections.

Candidate Nomination Module:

Enable prospective KYA candidates to submit nomination papers electronically.
Verify candidate eligibility based on KYA constitutional requirements and electoral laws.
Display candidate profiles and manifestos for voter information and transparency.

Voting Module:

Provide secure and anonymous voting mechanisms for registered voters.
Implement authentication and authorization controls to prevent fraudulent voting.
Support electronic method voting for all eligible voters.
Ensure auditability and traceability of votes to maintain integrity and accountability.

Results Management Module:

Collect and consolidate election results in real-time from the EEMS for Kwale County.
Display preliminary and official election results on the portal for transparency and accountability.
Enable stakeholders, candidates, and KYA members to access and verify election results.

Security and Data Privacy:

Implement robust security measures, including encryption, firewalls, and intrusion detection systems, to safeguard voter data and election integrity.
Ensure compliance with data protection laws and regulations to protect voter privacy and confidentiality.
Conduct regular security audits and vulnerability assessments to identify and mitigate potential threats.

Training and Capacity Building:

Develop training materials and conduct training sessions for election officials, candidates, KYA members, and eligible voters on the use of the electronic voting system.
Provide technical support and assistance during voter registration, candidate nomination, and election periods.
Establish a helpdesk and hotline for addressing technical issues and inquiries from stakeholders.

Deliverables:

The following deliverables are expected from the consultant:

Detailed system requirements and design documentation.
Fully functional electronic voting system with frontend and backend components.
Integration of GIS data for geographical representation and voting precincts.
Training materials and user manuals for election officials and voters.
Technical support plan and documentation for system maintenance.

Evaluation Criteria:

Proposals will be evaluated based on the following criteria:

Technical expertise and experience in developing voting systems.
Understanding of the general electronic election systems and data protection laws and regulations of Kenya.
Proposed approach and methodology for system development and implementation.
Cost-effectiveness and value for money.
Ability to provide ongoing support and maintenance.
