Position Summary/ Purpose
The Human Resource Officers are responsible for ensuring that the Authority has the right and sufficient human resource to meet its objectives. They are responsible for management of the Human Resource Function; including formulation, periodic review and implementation of HR policies; compensation and benefits; staff training and development (competent and productive workforce); employee industrial relations; and performance management. The office holder will also oversee the administrative support services such as official transport, security services, vehicle servicing and maintenance, co-ordination of cleaning services, messenger and registries, supervision of support staff, operationalization of services delivery, ensuring timely and efficient communication and co-ordination in the Authority, monitoring and evaluation of matters pertaining to administration, enforcement and service delivery in the Authority.
Job Specifications:
Providing guidance in the development, interpretation, implementation and review of human resource management and administration policies, standards, and guidelines.
Ensuring implementation of Terms and Conditions of service for the Authority; coordinating organizational development and job reviews.
Managing staff recruitment, promotion, discipline, and capacity building; developing, reviewing, and coordinating implementation of welfare and other incentive schemes for the Authority.
Monitoring the implementation of performance management systems; analyzing the staffing levels in the Authority and recommending proposals for succession planning and proper deployment.
Coordinating the development and implementation of grievance handling mechanisms.
Initiating best practices in the management of the human resource function.
Championing change management programs in the Authority.
Monitoring and evaluating the effectiveness of training and development programs.
Leading the Authority in formulating and implementing efficient Performance Management Systems.
Overseeing the Management of Cross-Cutting Issues.
Overseeing the Administration and Records Management functions of Kenya Roads Board.
Overseeing the provision of security for premises and staff; overseeing the design, implementation, and periodic review of security systems.
Coordinating outsourced services including office management services, office accommodation, transport, and logistics.
Ensuring the acquisition of legal documents such as motor vehicle and assets insurances and licenses in liaison with other relevant agencies.
Person Specifications:
A minimum period of fifteen (15) years relevant work experience and at least three (3) years in a senior management role equivalent or comparable to Assistant Director role in the Public Service or an equivalent or comparable position in the private sector.
Have a Bachelor’s degree in any of the following disciplines: Human Resource Management or equivalent qualifications from a recognized institution.
Have a Master’s degree in any of the following disciplines: Human Resource Management, Administration, Business Administration, or equivalent qualification from a recognized institution.
Attended a Management Course lasting not less than four (4) weeks or its equivalent.
Membership of the Institute of Human Resource Management in good standing.
Proficiency in computer applications.
Good communication skills.
Demonstrated results in work performance.
