Purpose and Objectives of the Baseline
The purpose of this baseline is to provide status on all project indicators at the outset, against which targets will be set and subsequent progress and changes will be measured. It is intended to provide a basis for progress on indicators at the inception which will be measured and tracked over the project period and at the end. The baseline report will, therefore, be helpful as a monitoring, evaluation and learning tool for the project.
Approach and scope of work
A quantitative method is recommended for this assignment. Primary data will be sourced from engagements with stakeholders and other partners in the project. Data collection is expected to cover all six(6) project locations using appropriate sampling procedures. The consultant will be required to develop a comprehensive methodology and propose data collection tools for discussion with and approval by the project team.

Qualifications
The preferred consultant/firm will meet the following minimum specifications:
Lead must have a strong background and experience in research. Highly proficient in both quantitative and qualitative research.
Have demonstrable experience and record in undertaking similar assignments.
The firm/candidates must have knowledge and experience in conducting assessments, especially within the regions of this project and the local languages.
Ability and experience in developing appropriate tools and coordinating quality data collection and analysis.
Skilled and experienced in developing and deploying data collection tools including electronic data collection tools like KoBoToolbox.
Ability and availability to travel to the field for data collection and as would be necessary for completing the assignment.
Have a good understanding of conflict and cultural sensitivity around the theme for the assignment.
Excellent written and communication skills
Please note that this is only the minimum requirement and that the final selection will be based on an assessment of the quality of all expressions of Interest (EOIs) that will be received for this assignment. Therefore, merely meeting the minimum requirements above does not necessarily guarantee selection for the assignment.
Expression of Interest
Interested consultant(s) should share a technical proposal that includes the following: – 1. A proposal that reflects your understanding of the assignment; 2. Indicative timelines and work plan for delivery of the main activities; 3. Financial proposal for the assignment; 4. Profile and CV of the consultant(s); and 5. Overview and evidence of relevant assignments in the last 5 years (Kindly attach 1 or 2 recent survey reports).
Submission of proposal
The Technical and Financial proposals MUST be prepared in line with the implied standards and submitted promptly as indicated in this TOR. A Technical Team at CHRIPS will review the proposals based on pre-determined objective criteria. Upon selection, the consultant(s)/consulting firm would be invited for a discussion and requested to submit a detailed inception report and work plan prior to starting any data collection exercise. The consultants must also sign a Non-Disclosure Agreement with CHRIPS.
Technical proposals should include the following:
Profile of the consultant/firm;
Overview of the assignment as you understand it.;
The methodologies and approach(es) to be applied in the assignment;
A comprehensive budget covering professional fees and all expenses related to carrying out the assignment;
Detailed activity timeline for undertaking the assignment; and
Evidence of previous relevant assignments.
