Safeguarding (PSEA) Programme Manager

POSITION SUMMARY

The position will sit within the East Africa team, based physically in the Nairobi office, and will be responsible for providing effective program management and coordination of a portfolio of BRC-funded safeguarding strengthening programs with partner National Societies in east and southern Africa. The role will make a vital contribution to ensure that all BRC’s partner National Societies meet minimum operating standards for safeguarding (PSEA). With support from BRC’s specialist technical advisers or identified consultants (preferably aligned to the safeguarding register), this role will ensure the effective delivery of BRC’s PSEA support in the region.

Program & Financial Management

Oversee the British Red Cross supported safeguarding program in the ESA region.
Support the country managers to take a leadership role in safeguarding engagement with National Society leadership.  
Enlist technical support via the International Performance and Accountability PSEA Team.
Ensure all BRC’s supported safeguarding programs in assigned countries are aligned to the International Quality Methodology and adhere to the BRC’s Program Cycle Methodology.
Manage and monitor the BRC budget for safeguarding program, ensuring all program demonstrate value for money and cost effectiveness.
Work closely with the National Societies to develop and manage all programmatic support, ensuring that all reporting, monitoring, and evaluation is of a high standard and ensures full accountability to donors and people affected by crisis, particularly groups vulnerable to sexual exploitation and abuse (SEA).
Ensure the establishment and integration of effective monitoring, evaluation and learning within the assigned countries to support the development of approaches to planning, innovation and delivery.
Ensure that any risks to BRC program and activities are appropriately managed.
Support a regional outlook to identify and develop further safeguarding programming.

Technical & advisory support

Develop partnership relationships with National Society leadership and focal points, based on understanding of the context, power dynamics and localization approach.
Facilitate assessment and design of National Society safeguarding strengthening programs.
Influence a range of stakeholders to support the effective implementation of safeguarding strengthening programs.    
Provide practical accompaniment support for National Society safeguarding focal points.
Capture evidence and learning including through development of anonymized case studies to support teams to learn.
Facilitate peer learning and exchange through engagement with national and local networks, peer support meetings and engagement with the IFRC Safeguarding Hub.

Undertake other duties as are reasonably required.

This post will be based in Nairobi, Kenya and will involve travel to countries in east and southern Africa and to UK (London).

Qualifications:

Degree or equivalent work experience within a relevant field

Experience:

Robust working knowledge of the international humanitarian system
Experience coordinating complex projects with multiple stakeholders.
Experience working in east and/or southern Africa.
Experience in PSEA and/or child protection as part of design and/or delivery of humanitarian projects/services.
Experience of developing an evidence base and generating, sharing and applying the resulting learning.
Proven experience in working with partner organizations through a localization approach.
Knowledge of the International Red Cross and Red Crescent Movement

Organizational Skills:

Knowledge of program cycle management in operation.
Understanding of international safeguarding, particularly PSEA and Child Safeguarding.
Expertise in organizational development and change.
Excellent writing and communication and analysis skills.
Able to work across cultures and with a wide variety of stakeholders.
Budget and proposal development for a range of donors.
Management and accountability of humanitarian/development programs funded by major institutional donors.
Proven track record of collaboration, facilitation, problem solving, and partnership management.
