Primary Duties And Responsibilities
The purpose of this organization capacity assessment (OCA) is to support the process of the National Malaria Control Program (NMCP) internal learning, dialogue, and goal setting around its leadership, management, and governance capacity strengthening priorities. The Output of this exercise will also be used to draft the organization development sections of the upcoming Kenya Malaria Strategy (KMS). The assessment will adopt the USAID Organizational Capacity Assessment and the Health Policy Project Organizational Capacity Assessment Suite of Tools to facilitate NMCP self-assessment of the various thematic areas; the governance and legal structure, financial management and Internal Control systems, administration and procurement systems, human resources systems, programme management, project performance management and the organization management and sustainability. The self-assessment approach increases ownership of the process and action plan. The OCA will help the NMCP to reflect on its processes and functions and score itself against benchmarks. Based on the discussions and the scoring, NMCP will shape and sets priorities for actions it can take to strengthen its capacity.
Specifically, The OCA Consultant Will
Assess the NMCP organizational capacity areas that drives institutional change to produce sustainable results to fulfil its mandate of steering implementation of the malaria policies and strategies. The OCA thematic focus areas will include governance (vision, organizational structure, and succession planning), and the systems and proce sses (financial management, administration & procurement, human resources systems, program management (internal and external stakeholders, technical performance management (Monitoring, quality assurance and Evaluation). The consultant will be responsible for
Reviewing and customizing the OCA tools,
Conducting a desk review to draw learnings and insights from relevant organizational systems and processes against the MOH/GOK benchmarks,
Conducting the self-assessment under the technical leadership of NMCP and PROPEL Health Kenya team.
The workshop will draw stakeholders from national level and county – specifically the County malaria control coordinators including key stakeholders.
The consultant is expected to capture the assessment scores during the workshop, present the summary to the participants and draft an OCA report detailing key findings, an analysis of the key gaps and recommendation.
Lead the development of the NMCP capacity strengthening plans through facilitation and documentation of the actions required to address the identified gaps, recommended activities, indicators to measure progress, resources and sequence of execution or timeframe. This will include compiling the data, preparing a results package, analysing the result, prioritising areas of capacity strengthening.
Draft the capacity strengthening plan and validate the activities with NMCP and its stakeholders.
Participate in the NMCP policy and malaria strategy meetings and lead the development of the organization development t sections of the Kenya Malaria strategy, reflecting on the review findings, self-assessment, and discussions with key stakeholders. The sections include the situation analysis, institutional performance, TORs for the respective committees of Experts (COEs) and planned activities for the next five years.

Required Qualifications
At least 10 years of demonstrated experience conducting organizational capacity assessments, and strategy development and management strengthening for government institutions.
The consultant should demonstrate In-depth knowledge of current organizational development and management issues and tools.
Possess relevant qualifications from recognized Institution.
Academically trained in any relevant fields including social sciences and business.
Experience in programme evaluation or capacity assessment work
Working knowledge and understanding of the Kenya health system.
Proven strong research skills, report writing.
Proficiency in communication skills and engaging senior managers and leaders.
Knowledge of the activities and processes of the NMCP will be an advantage.
Evaluation Criteria
The Technical Proposal – 60%
Understanding of the Requirements for Services
Include any assumptions as well as comments on the services as indicated in the assignment overview, or as the bidder may otherwise believe to be necessary.
A detailed outline of the OCA process that you will follow.
At least 10 years of demonstrated experience providing organizational development, strategy development and management strengthening for government institutions.
Possess relevant qualifications & certification from recognized Institution.
Written recommendation from references, with consideration given to similar experience in OCA
The Financial Proposal – 40%
The bidder’s cost outline must contain an overall quotation in KES.
The Financial Proposal shall be confirming the following:
The price: include tiered pricing (cost breakdown inclusive of all relevant taxes, indicate payment terms and the period of validity of the bid.
Proposals must offer services for the total requirement. Proposals offering only part of the requirement will be rejected.
Technical Monitor
The consultant will report to and be supervised by the PROPEL Health Country Project Director
