Senior Finance Officer

The African Centre for Technology Studies (ACTS) is recruiting a Senior Finance Officer (SFO). The SFO will work within the Finance & Administration Department of ACTS.

Core duties of the Senior Finance Officer (SFO)

Review of payment Journals, vouchers, staff claims and expense reports for completeness of documentation, accuracy and compliance to organization, donor and statutory policies.
Ensure that necessary financial information is promptly and accurately uploaded into the Sun system and that necessary accurate monthly ledger reconciliations are carried out on timely basis and necessary action is taken to correct any errors.
Prepare periodical financial monitoring reports in the required institutional, donor format and currency and discuss these reports with budget holders/program teams for proactive management of the agreements and contracts.
Oversee the maintenance of financial data in both physical and soft copies for ease of retrieval.
Ensure compliance with statutory requirements including but not limited to PAYE, NSSF, NHIF, WHT, NITA etc.
Support the grants management role (underspend, overspends, disallowances, compliance risks, project closure processes, etc), and work with the finance manager and budget managers to provide solutions on how such risks can be mitigated.
Participate in internal, external and project audits including responding to audit queries, resolving and addressing management letter issues.
Participate in the development and review of internal policies, procedures and guidelines when necessary.
Participate in proposal development in line with the ACTS’ strategic plan to ensure adherence to requirements and integrity of the content.
Supervise the Finance Officer.
Authorize payments within set limits as established by ACTS’ policy
Act on behalf of Finance Manager.

Minimum Requirements

The candidate must hold a Bachelor’s degree in Accounting or relevant field from a recognized Institution.
Master’s degree in related field.
Professional qualification, CPA or ACCA.
Member of ICPAK in good standing.
Knowledge of Computer Skills and at least one accounting package.
At least 5 years’ experience in donor funded set-up and in a similar role.
Prior experience in supervising staff.
