Responsibilities

Develops, implements and evaluates WESR global environmental data platform project; monitors and analyzes project development and implementation; reviews relevant documents and reports; identifies problems and issues to be a addressed and initiates corrective actions; liaises with relevant parties; ensures follow-up actions.
Performs consulting assignments, in collaboration with the Chief Digital Officer and stakeholders, by planning facilitating workshops, through other interactive sessions and assisting in developing the action plan the client will use to manage the change.
Leads WESR data platform technical development, including the WESR data architecture, front-end and back-end development, , the physical WESR,  the Global Environmental Data Strategy (GEDS), and the WESR for Common Country Analysis (WESR CCA). 
Researches, analyzes and presents information gathered from diverse sources.
Coordinates policy development, including the review and analysis of issues and trends, preparation of evaluations or other research activities and studies, to contribute to global data, information and knowledge management on the Environment.
Generates survey initiatives; designs data collection tools; reviews, analyzes and interprets responses, identify problems/issues and prepares conclusions. 
Organizes and prepares written outputs, e.g. draft background papers, analysis, sections of reports and studies, inputs to publications, etc.
Provides substantive backstopping to consultative and other meetings, conferences, etc., to include proposing agenda topics, identifying participants, preparation of documents and presentations, etc.
Coordinates all physical, ICT and knowledge products assets related to the WESR.
Initiates and coordinates outreach activities; conducts training workshops, seminars, etc.; makes presentations on assigned topics/activities.
Leads and/or participates in large, complex field missions, including provision of guidance to external consultants, government officials and other parties and drafting mission summaries, etc.
Coordinates activities related to budget funding (project preparation and submissions, progress reports, financial statements, etc.) and prepares related documents/reports (pledging, work programme, programme budget, etc.).
Collects and analyzes data to identify trends or patterns and provide insights through graphs, charts, tables and reports using data visualization methods to enable data-driven planning, decision-making, presentation and reporting.
Oversees all activities within the WESR team, identifies team goals, monitors individual performance, and delegates tasks for colleagues within the WESR team.
Performs other duties as required.

Education

Advanced university degree (Master’s degree or equivalent) in IT, data science, information management, Geographic Information Systems or a related field.  
A first-level university degree in combination with an additional two (2) years of relevant work experience may be accepted in lieu of the advanced university degree.
Successful completion of both degree and non-degree programs in data analytics, business analytics or data science programs is desirable.

Work Experience

A minimum of seven years of progressively responsible experience in data related project or programme management, administration or related area is required.
Experience in using data to advance decisions, strategies and execution is required.
Experience managing small teams is required.
Experience of working with international multi-agency projects, ideally in an environmental context, is desirable.
A minimum two (2) years or more of experience in data analytics or related area is desirable.

Languages

English and French are the working languages of the United Nations Secretariat. For this post, fluency in English is required. Working knowledge of other UN official languages is desirable.
Note: “Fluency equals a rating of “fluent” in all four areas (read, write, speak, understand) and “knowledge of” equals a rating of “confident” in two of the four areas.
