Purpose of Job:

The job holder will provide human capital and administration services, planning, coordinating and implementing its policies, strategies, systems and processes aligned to the YEDF strategic objective and the local legislation.

Job Description:
Duties and responsibilities at this level will entail:

Coordinate the formulation, review, harmonization and implementation of human resource and management policies, guidelines and regulations;
Build capacity of Human Resource and Administration for effective execution of
Human Resource and Administration functions;
Develop Human Resource Management Plans to ensure effective succession management;
Ensure institutionalization of performance management including performance appraisal system;
Interpret and advise on Human Resource and Administration policies and regulations;
Monitor the implementation of Human Resource and Administration policies, rules and regulations and analyze their impact on staff;
Facilitate Human Resource planning, communication, discipline, employee relations, remuneration and staff welfare;
Oversee the development and maintenance of an up-to-date human resource and administration database;
Spearhead the monitoring, evaluation and auditing or human resource and administration activities and programmes; and
Prepare and oversee Board papers relating to Human Resource and Administration
Function for deliberation and decision making by the Board.

Job Specifications:
For appointment to this grade, an officer must have:

A minimum period of eight (8) years relevant work experience three (3) of which should have been in Management;
Higher Diploma in Human Resource Management or equivalent qualification from a recognized institution;
Bachelor’s degree in any of the following disciplines: Human Resource Management/Development, Public Administration, Business Administration/Management, Political Science/Government or equivalent qualification from a recognized institution;
Master’s degree in Human Resource Management/Development, Human Resource
Planning and Development, Business Administration/Management, Public Administration or equivalent qualification from a recognized institution;
Management Course lasting not less than four (4) weeks from a recognized institution;
Membership to a professional body;
Computer proficiency; and
Demonstrate a high degree of professional competence, managerial and administrative capability as reflected in work performance and results.
