Performance Plan and Report (PPR) Support, USAID/Somalia Evaluation, Learning, and Monitoring Initiative Project

Project Summary

The USAID/Somalia Evaluation, Learning, and Monitoring Initiative (ELMI) project operates under an indefinite delivery/indefinite quantity (IDIQ) contract for the provision of Monitoring, Verification, and Reporting (MV&R) activities. Through Task Order 1 under the IDIQ, Social Impact will serve as a third party M&E contractor to collect information on activity performance including conducting monitoring and verification visits to all USG supported sites in Somalia. These services will include monitoring, verification, and reporting (MV&R) services; data quality assessments; engineering, architectural and environmental services; logistical and administrative support services; and performance management support. The period of performance for ELMI Task Order 1 is five years, from June 15, 2022 to June 15, 2027.

Responsibilities and Qualifications
The PPR Support Consultant will do/possess the following:

Supports USAID/Somalia’s annual Performance Plan and Report (PPR) process, including working with USAID to report relevant data in an accurate and timely manner through performance indicators and narrative results and cross-cutting issue statements.
Prepare results narrative for the draft PPR report in part by analyzing pertinent information from IP, evaluations, and other reports to include in the PPR report.
Collaborates with USAID/Somalia and IP staff on PPR issues.
Reviews PPR indicators and data quality as well as evaluations to ensure high quality, accurate data is contained in the PPR and the indicator narrative and other narrative sections are accurate and up-to-date.
Master’s degree in economics, international relations, international development or a related field with at least eight (8) years of relevant experience in program monitoring and evaluation, proficiency and skills in quantitative and qualitative data collection and analysis, data management and reporting approaches in a development context.
Experience with USAID PPR process
Experience with management information systems for capturing performance data.
Knowledge of results frameworks and how to apply a theory of change to goals and objectives as well as familiarity with M&E methods of evaluating the worth of program accomplishments.
Strong writing skills.
