Forecast Based Action and Financing (FbAF) Local Framework Development Consultant

Purpose and objectives:

The main purpose of this assignment is to strengthen the capacity of SoH and partners in designing and implementing FbAF and to establish an internal framework and understanding for supporting collective actions on FbAF/

Specific objectives

Ensure a common understanding of FbAF, priority disaster risks, their detection and prevention among staff and relevant stakeholders.
Develop a Kenya-Ethiopia cross border FbAF (Early Action Protocols) plan (s)
Identify opportunities and avenues of collaboration between different organizations (government, humanitarian actors and target communities)
Establish a functioning mechanism for anticipatory actions to anticipate and reduce the effects of disasters in selected drought prone hotspots
Explore ways of institutionalizing FbAF in SoH humanitarian response strategies
Provide strategic guidance roadmap for implementation of the established/developed FbAF plan

Main tasks

Facilitate stakeholder’s consultative and information gathering workshop/meetings.
Guide the initial consultation and consensus building with various humanitarian actors on Anticipatory Action (AA) concept
Develop AA plans and EAP (s) that clearly stipulate specific target area (s), risk analysis, scenario setting and proposed funding needs for each scenario; trigger approaches, models and timelines, role of various stakeholders, validation approaches and prioritization for anticipatory actions against drought.
Develop an operational/implementation guide for piloting the developed FbAF plans
Training SoH and partners staff and volunteers, strategic community, government and humanitarian representatives on AA and EAPs

Expected Deliverables

Report of stakeholder and partners consultative meetings/workshop
Two EAPs (1- Kenya and 1- Ethiopia) or 1 combined Cross Border EAP backed up with an operational/implementation plan/guide

Qualifications and Experience

Essential:

Minimum of 5 years of relevant experience in emergency and resilience programming within the Result Based Management framework.
Solid understanding of key components of FbAF; Proven knowledge on organizational level best practice in FbAF, Emergency preparedness and Disaster Risk reduction and their interrelationship.
Proven experience of conducting trainings and stakeholder’s engagement on Anticipatory Actions/focused based action and financing
Technical and methodological knowledge in FbAF and formulating DRR plans on a solid methodology, assessing risks and scenario for relevance, coherence, effectiveness, efficiency, impact and sustainability of projects
Experience working with Non-Governmental Organizations (NGOs) and partnered projects
Fluency in written and spoken English

Desirable:

Experience in the relevant field
Professional familiarity with the project country/region
Practical experience of working in humanitarian and development work
Fluency in spoken Amharic and/or Swahili language

Academic Background

An advanced level university degree (PhD, Masters’ degree or equivalent) in social sciences, Climate Financing; Disaster Risk Reduction/Management; International development studies or in a relevant field.
A first-level university degree in combination with at least 7 years’ experience may be accepted.
