Omentum, a premier provider of sophisticated engineering, technical, and professional services to the US government, allied nations, and critical infrastructure sectors, is recruiting a ICAP Mapping Technician to assist with an exclusive US Navy initiative located on Diego Garcia.

Oversee and manage the full scope of assigned duties to ensure efficient and effective completion of tasks, with a strong focus on maintaining high standards of quality and timeliness. Collaborate closely with cross-functional teams to align on priorities, streamline workflows, and foster a cohesive work environment. Conduct thorough research, analyze data, and generate actionable insights to support informed decision-making and strategic planning. Provide clear, concise updates and reports to stakeholders, ensuring transparency and accountability throughout the process. Additionally, stay current with industry trends, emerging technologies, and best practices to continuously enhance performance and drive innovation within the role.

Revise and preserve utility maps, schematics, and single-line diagrams to accurately represent current conditions or modifications derived from As-Built drawings, ensuring completion within 10 calendar days following notification or identification of changes.

Ensure all revised maps incorporate revision dates, adhering to government-mandated requirements and established documentation protocols.

Ensure utility maps are consistently formatted in accordance with government standards while maintaining the seamless delivery of all required outputs.

Leverage NAV FAC ArcGIS software to compile, refine, and maintain utility system maps in GIS format, ensuring all data complies with the Data Collection Guide (DCG) and serves as the definitive source for utility mapping.

Export AutoCAD drawings derived from GIS datasets, maintaining adherence to prescribed formatting standards and ensuring usability throughout the process.

Maintain and oversee all features utilizing the most current NAV FAC NDM release.

Ensure GIS data quality adheres to NAV FAC and NSF DG Utilities Department standards, meticulously coordinating all necessary requirements.

Updated utility system maps, schematic drawings, and single-line diagrams will be provided promptly upon request to ensure operational requirements are met without delay.

Please ensure that all utility system maps, schematics, drawings, and pertinent documentation are submitted to the Technical Library, adhering to the requirements outlined in Section F.

Coordinate the mapping requirements with the Utilities Department at the Naval Support Facility (NSF) Diego Garcia to verify precision and ensure compliance with established project guidelines.

Conduct regular quality assurance and control measures on GIS data and utility maps, verifying their precision, dependability, and adherence to governmental regulations.

Minimum qualifications include a bachelor’s degree in a relevant field, along with a minimum of three years of professional experience in a related industry. Candidates must demonstrate proficiency in project management, strong analytical skills, and the ability to work effectively in a team environment. Familiarity with industry-specific software and tools is required, as well as excellent written and verbal communication abilities. Additionally, applicants should possess a proven track record of meeting deadlines and delivering high-quality results.

Applicants must possess 1 to 3 years of hands-on experience in GIS mapping, utility mapping, or similar technical drafting roles.

A high school diploma or its equivalent is required.

Demonstrates strong proficiency in utilizing NAV FAC ArcGIS software, AutoCAD, and other associated GIS mapping tools.

We possess proven proficiency in modifying maps, schematics, and diagrams to accurately incorporate As-Built modifications and reflect current site conditions.

Proficient in GIS data management practices and standards, with a thorough understanding of and commitment to Data Collection Guide (DCG) requirements.

Proficiency in interpreting utility system maps and schematics is required, complemented by hands-on experience in this domain.

Detail-oriented professional possessing robust analytical and organizational capabilities to meticulously ensure precision in GIS mapping and documentation processes.

Proven expertise in utilizing the Microsoft Office Suite, along with strong competency in various data management software applications.

Fluent verbal and written communication skills in English are required for this role.

Must possess a valid passport and be authorized to travel internationally without restrictions.

A valid passport with a minimum validity of one year is required at the time of hire.

Successfully meets and sustains all contract-mandated medical standards throughout the entire duration of the deployment.

Preferred Qualifications include a Bachelor’s degree in Computer Science, Information Technology, or a related field, supplemented by at least three years of hands-on experience in software development, system administration, or a closely related technical role. Candidates should possess strong problem-solving abilities and a deep understanding of programming languages such as Python, Java, or C++. Proficiency in database management, cloud computing platforms (e.g., AWS, Azure), and DevOps practices is highly desirable. Additionally, familiarity with IT security principles, Agile methodologies, and project management tools like Jira or Trello is advantageous. Excellent written and verbal communication skills are necessary to collaborate effectively within cross-functional teams.

Preferred candidates will have prior experience working in challenging OCO NUS (Outside the Continental United States) settings alongside a diverse, multinational team.

Holding a valid driver’s license for the applicable country along with a current passport is required.

As mandated by the U.S. Department of State Foreign Clearance Guide, obtaining the appropriate country visa is required.

Intermediate to advanced proficiency with NAVFAC GIS, AutoCAD, and NDM software versions, including map exports.

Professional experience in coordinating Geographic Information Systems (GIS) and mapping requirements with a Utilities Department, or involvement in military or governmental operations, is essential.

Proficiency in adhering to NAV FAC standards for utility mapping and diagram submission is required.

Proven analytical abilities and a capacity to operate autonomously under demanding circumstances.
