Risk and Control objective
Ensure that all activities and duties are carried out in full compliance with regulatory requirements, Enterprise Wide Risk Management Framework and internal Policies and Policy Standards.
Understand and manage risks and risk events (incidents) relevant to the role.

Overall job purpose

Execute Financial Crime standards in ensuring mitigation in regulatory and reputational risk and facilitating ongoing understanding of the financial crime risk.

Key accountabilities

Operational Support: Time split 60%

Carry out analytical reviews of Sanctions alerts and ensure Level 1 & Level 2 Independence
Carry out timely reviews of real time & payment Sanctions alerts and ensure to ensure no delays in customer service at the branches
Ensure that all RFIs (Requests For Information) requests from COE are reviewed and responded to in a timely manner.
Support the MLRO and Head of Financial Crime Operations & Control in driving the Sanctions agenda throughout the business.
Support in maintaining logs, distribution logs, and version control of Sanctions policy, procedure and related documents (electronic and manual).
Develop action plans based on findings in Sanctions alert reviews and monitor execution of such plans.
Obtain annual coverage plans on Sanctions and monitor status on a continuous basis and report any deviations to MLRO/ Head of Financial Crime Operations.
Provide appropriate information to the Line Manager/ Head of Financial Crime Operations/ by collating appropriate, accurate and reliable MI to effectively manage compliance risks on Sanctions reviews.
Evaluate and challenge information received from the business with the objective of achieving continuous improvement in Sanctions compliance.
Address all issues identified in BIA audits, QA for Sanction alerts and monitor completion of remedial activities and inform the Line Manager/ Head of Financial Crime Operations on the progress.
Ensure that bank documents are due for destruction are destroyed on time and at the same time ensuring confidentiality.
Reporting and Training: Time split:  20%
Collate and draft consolidated Sanctions compliance report and other reports as required by the MLRO/HOFCO within deadlines set and submit.
Report and escalate all Sanctions compliance risks and issues arising from the Kenya business promptly and appropriately in accordance with Group and local legal and regulatory requirements.
Report any deviations from the annual coverage plan to the Line Manager/ Head of Financial Crime Operations/MLRO.
Keep the Line Manager/ Head of Financial Crime Operations/MLRO informed on compliance matters which may pose financial or reputational risks for the business.
Respond promptly to information requests from the Line Manager/ Head of Financial Crime Operations, MLRO,and Group
Provide appropriate information to the Line Manager/ Head of Financial Crime Operations on a daily, weekly and monthly basis by collating appropriate, accurate and reliable information to aid effective management of compliance risks.
Stakeholder relationships: Time split: 10%

Support the Line Manager/ Head of Financial Crime Operations by ensuring the effective coordination of information on a continuous basis.
Work closely with Relationship Managers and Branch Managers to obtain necessary information on the Sanctions alert review process to facilitate closure of investigations within stipulated turnaround times
Discuss current issues with Line Manager/ Head of Financial Crime Operations and escalate or resolve these issues where possible.

Role/Person specification

Education and experience required

Advanced Level, Diploma in Banking
30 years (Technical/Managerial) experience

Knowledge and skills: (Maximum of 6)

Specialist knowledge of the Group and Absa Kenya AML/Sanctions/Pep’s Policies and Procedures.
Sound knowledge of local Sanctions Policies and other compliance requirements.
Comprehensive knowledge of risk management skills, methodology and processes.
Excellent working knowledge of MS Office applications with a high exposure to spreadsheet analysis
