Major Duties and Responsibilities :
Support operationalization of the ESAR Programme Monitoring Framework and accompanying maturity analysis across ESAR, including coordination of programme monitoring initiatives across ESARO programme sections to foster a culture of evidence to action
Duties and Tasks:
Support the implementation of the ESAR Programme Monitoring Framework, including finalization of baseline maturity analysis for 21 Country Offices and subsequent development of Programme Monitoring Action Plans that are informed by gaps identified in baseline analysis
Facilitate the regular and systematic analysis of programme progress, for both Regional Office (RO) and Country Offices (Cos), against planning frameworks and annual/mid-year reporting, etc. Quality assure, maintain and analyze relevant datasets in order to support the development of annual reports and dashboards on progress achieved
Lead on planning and monitoring of ESAR Technical Assistance Requests for the 2023 and 2024 cycles
Provide technical support for implementation of 2022-25 Strategic Plan (SP) and other global frameworks’ monitoring mechanisms and systems
Duties and Tasks:
Provide technical support and training for the roll-out of UNICEF’s Field Monitoring Module across the region, in collaboration with the ESARO Operations Unit
Support implementation and uptake of key SP Monitoring mechanisms.
Regular monitoring of the Programme Delivery key performance indicator for RO and 21 ESAR COs to ensure adherence with global standards
Provide support to the design, coordination, and rollout of capacity building workshops on programme monitoring related activities and initiative
Ensure that the UNICEF offices are effectively linked to wider UNICEF monitoring developments in a way that both contributes to and benefits from organizational learning on effective M&E management
Duties and Tasks:
Support the development of lessons-learned reviews on successful and unsuccessful programme monitoring experience at the regional level, and ensure they are shared as appropriat

The position will contribute to improving UNICEF’s capacity to demonstrate results, which will have impact on the overall quality and effectiveness of programmes implemented, as well as donor funding prospects for the Regional Office and the Country Offices in the region.
To qualify as an advocate for every child you will have
Advanced university degree in one of the following fields: social sciences, public administration, international law, public health, nutrition, international relations, business administration or other related disciplines. Preferably a combination of management, administration, and relevant technical fields
At least 5 years of progressively responsible professional work experience at the national and international levels, in all aspects of programme planning, monitoring, and analysis. International work experiences is an asset
Specialized experience in programme monitoring and analysis highly desirable
Knowledge of the latest programme monitoring methodologies, technology, and tools
Proven experience in developing and implementing monitoring tools for the UN, nonprofit organizations and/or private sector companies, tracking their success and analyzing results
Advanced knowledge of Microsoft Office, in particular Excel and/or analytics and presentation software
Experience in reporting on qualitative and quantitative analytics
Fluency in English is required. Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) or a local language is an asset
