Core Functions / Responsibilities:
Develop and continually refer to a comprehensive and detailed project MEAL plan which outlines key data collection, analysis, and reporting activities to be carried out by the Remote Monitoring Team and/or Third Party monitors.
Provide overall and regular supervision of the monitoring activities carried out by the Remote Monitoring Team.
In coordination with the EPC MEAL Officer, support the supervision of Third Party Monitoring assignments, including the participation in coordination meetings, the provision of technical inputs to the external service provider, material gathering, data sharing, facilitation of fieldwork activities, review of deliverables.
Guide programme teams in using Result Based Management (RBM) to support data collection, analysis, monitoring, and reporting with adherence to IOM principles.
Adopt/adapt quantitative and qualitative data collection tools that pertain to the defined project indicators.
Support the review of KoBo (tool that creats online survey) forms currently in use to check consistency against the original instruments and coding issues.
Serve as the reference point for program staff in questionnaire design for projects as per donor guidelines and IOM preferences.
Liaise with partners and relevant cluster Information Management leads on data collection, multi-sectoral/sector-specific need assessments, and reporting project achievements on the projects.
Support the development of information and knowledge products and the tracking of learning and best practices.
Participate in MEAL working groups and maintain close working relationships with counterparts in other relevant international NGOs, and local NGOs and associations in the region.
Support the monthly reporting process of the SNFI programmes by collecting, verifying and compiling information reported by field teams against projects’ logical frameworks.
Undertake duty travel as needed to conduct activities related to monitoring and evaluation, project support, and project reporting, for meetings and to participate in training.
Perform such other duties as may be assigned.
Required Qualifications and Experience
Education
Master’s degree, preferably in statistics, economics, econometrics, social sciences, conflict management or a related field from an accredited academic institution Or;
Bachelor’s degree in the above field from an accredited academic institution with two years of relevant professional experience
Experience
Experience in M&E practices, and IOM donor reporting structures.
Experience in humanitarian response in emergency and conflict environments.
Familiarity with the context and previous working experience in Somalia is an advantage.
Experience in planning and execution of shipment of items and movements within Somalia is an advantage.
Skills
Knowledge of UN and bilateral donor programming.
Knowledge of cluster/sector system.
Ability to work with limited supervision.
Creativity: Ability to initiate applicable strategy to improve projects and staff.
Delivers on set objectives in hardship situations.
Languages
Fluency in English and Swahili is required. Working knowledge of Somali and Arabic will be advantageous.
