Overall duties and responsibilities of the Board 
The duties and functions of all the Board members shall be performed on behalf of the county  government and as outlined under section 59(1) of the CGA, to:

Establish and abolish offices in the county public service
Appoint persons to hold or act in offices of the county public service including in the  Boards of cities and urban areas within the county and to confirm appointments
Exercise disciplinary control over, and remove, persons holding or acting in those offices  as provided for under Part VII of the CGA
Prepare regular reports for submission to the county assembly on the execution of the  functions of the Board
Promote in the county public service the values and principles referred to in Articles 10  and 232 of the Constitution
Evaluate and report to the county assembly on the extent to which the values and  principles referred to in Articles 10 and 232 are complied with in the county public service
Facilitate the development of coherent, integrated human resource planning and  budgeting for personnel emoluments in counties
Advise the county government on human resource management and development
Advise the county government on implementation and monitoring of the national  performance management system in counties
Make recommendations to the Salaries and Remuneration Commission, on behalf of the  county government, on the remuneration, pensions and gratuities for county public  service employees.

Additional duties and responsibilities for the chairperson 

Provide overall leadership to the Board.
Establish the agenda for Board meetings in consultation with the Secretary/CEO.
Conduct efficient Board meetings and guide the Board’s decision-making process.
Encourage Board members to participate fully in Board deliberations.
Harness the collective skills of the Board and its committees.
Maintain close, but independent working relationship with the Secretary/CEO.
Ensure appropriate balance of power between the Secretary/CEO and the Board.
Be available for consultations with Board members and the Secretary/CEO.
Promote a positive image of the Board.
Encourage a culture of transparency and teamwork among Board members.
Act as an informal link between the Board and shareholders.

Requirements for appointment

Satisfy the provisions of Chapter Six of the Constitution.
Is not a state or public officer.
Has not, at any time within the preceding five years, held office, or stood for election as—
A member of Parliament or of a county assembly; or
A member of the governing body of a political party;
In the case of chairperson or vice-chairperson, possesses a minimum qualification of a  bachelor’s degree from a recognised university and working experience of not less than  ten (10) years.
