Program Coordinator, Health Financing

The Coordinator will also support the Strategic Purchasing for Primary Health Care Project (SP4PHC) in Trans-Nzoia County to implement health financing reforms to improve delivery of primary healthcare.
This is a full – time role that requires exceptional analytical and quantitative skills, the ability to effectively synthesize and visualize findings (typically in health economics and financing), translate messages for various audiences, and provide coordination support. The physical location for this position is Kakamega with frequent travel to Trans-Nzoia County, and or any other location(s) as required by ThinkWell’s management.
Technical Support
In consultation with the Supervisor:

Strengthen the capacity of CDoHs on the three functions of health care financing (Revenue mobilization, pooling and purchasing).
Support the CDoHs to review and or develop and implement reforms and innovations to address PFM challenges that hinder facilities from generating and using funds to improve the quality of MNCH and PHC services. Specifically expedite the review and or implementation of FIF guidelines to ensure facilities have autonomy to raise, retain and use OSR.
Support the CDoHs to optimize Own Source Revenue (OSR) from Linda Mama, EduAfya and other NHIF schemes, to increase fiscal space to purchase MNCH and PHC services.
Support the CDoHs in conducting revenue performance evaluations at facility and county level- with a focus on Linda Mama, Afya Care and other NHIF schemes.
Provide technical support to the CDoHs to apply strategic purchasing principles to incentivize providers to improve the quality of MNCH and PHC services.
Provide technical support to the CDoHs to develop and implement data driven reforms, innovations on health financing, that can improve the supply chain, and productivity of human resources for health for improved MNCH and PHC service delivery.
Strengthen working relationships across different purchasers in the counties of focus (NHIF, Private Health Insurance, MoH) to achieve coherence within different purchasing arrangements.
Provide technical support to the CDoHs to better prioritize and track spending at facility and CDoH level to ensure SDR and PHC priority activities are implemented as budgeted. Specifically in Kakamega ensure mechanisms to track SDR commitments by the CDoH are in place.
Provide technical support to the CDoH to strengthen implementation of UHC and related health care financing reforms.
Work with the CDoH to support the process of planning and budgeting at various levels, with a focus on MNCH and PHC services during the annual work-planning cycle to align resources to SDR and PHC priorities.
Develop collaborative and synergistic partnerships and networks within the County to leverage resources and activities geared towards strengthening of the health care system.
Represent ThinkWell in meetings with external partners, County Governments, and other stakeholders.

Data Analytics and Reporting

Support data collection, collation, and analysis on selected and relevant routine indicators on health financing and purchasing, supplies, HRH, Telemedicine, and other areas to shape ThinkWell’s T.A and to inform the reforms needed to achieve SDR and PHC goals and objectives.
Support county-level monitoring, evaluation, learning and reporting activities on health financing and strategic purchasing.
Document and disseminate learning products on health financing and strategic purchasing to different stakeholders to inform SDR implementation, policy and scale-up as well as delivery of PHC services. Use the learnings and emerging evidence to co-create, with CHMTs, sustainable health financing solutions to support delivery of SDR, UHC and PHC services.
Produce and disseminate high quality reports and related documents as necessary.

Planning

In a timely manner, and in consultation with the supervisor, develop the project’s quarterly and annual workplans including their attendant budgets.
In consultation with the supervisor, finance and operations, support planning, organizing and coordination of ThinkWell meetings with the CDoH, the SDR consortium partners and other stakeholders as and when required to do so.
Perform other related duties including operational duties as assigned.

Requirements

BA/BS and 4+ years of relevant experience.
Substantive experience in relevant health systems work with a development agency, NGO, or county government; experience in health financing in the public sector is required.
Demonstrated experience providing technical advice to counties in strategic and operational planning, data analytics, especially on health financing, HRH and supply chain optimization.
Prior work experience on primary healthcare financing, supply chain strengthening, Human Resources for Health, PFM within the context of county health systems is highly desirable;5.
Proficiency in MS Excel, Office, PowerPoint is required. Proficiency in other MS Office suite is desirable.
Experience in data analytics software e.g., Stata, EpiInfo, SPSS is desirable.
Tech savvy and skilled at visual display of data.
Fluency in English and Kiswahili.
Exceptional analytical, research and problem-solving capabilities.
Strong writer with an established track record of preparing high-quality technical reports, policy briefing materials, and presentations.
A thoughtful systems thinker with grounded, pragmatic understanding of the complexities of our work.
Demonstrated poise and professionalism in engaging with external partners, in and outside government.
Outstanding written and verbal communication skills, including the ability to relate respectfully with staff at all levels, age, gender, nationalities, and orientation as well as across work areas.
Ability and willingness to travel 30% of time.
