Commission Secretary/Chief Executive Officer

The National Land Commission was established under Article 67 of the Constitution of Kenya, 2010. Its functions and powers amongst others, include:

managing public land on behalf of the National and County governments;
recommending a National Land Policy to the national government;
advising the national government on a comprehensive programme for the registration of title to land throughout Kenya;
conducting research related to land and the use of natural resources, and making recommendations to appropriate authorities;
initiating investigations on its own initiative or on a complaint, into present or historical land injustices, and recommending appropriate redress;
encouraging the application of traditional dispute resolution mechanisms in land conflicts;
assessing tax on land and premiums on immovable property in any area designated by law;
monitoring and having oversight responsibilities over land use planning throughout the country;
alienating public land on behalf of, and with the consent of the National and County Governments;
monitoring the registration of all rights and interests in land;
ensuring that public land and land under the management of designated state agencies are sustainably managed for their intended purpose and for future generations; and
developing and encouraging alternative dispute resolution mechanisms in land dispute handling and management

For appointment to this position, a candidate must:

be a citizen of Kenya;
hold a degree from a university recognized in Kenya;
has had at least five years’ experience at senior management level;
has knowledge and experience in any one of the following fields:-

public administration;
finance and accounting;
law;
economics;
management;
land and natural resources; or any other relevant field

meets the requirements of Chapter Six of the Constitution.

Duration of service: 
The Secretary shall hold office for a term of five years and shall be eligible for re-appointment for a further term of five years.
