Information Officer (Head of Web Platforms), P4

This position is located in the Communication Division of the United Nations Environment Programme (UNEP) under the direct supervision of the Chief, Digital Strategy, the incumbent will be responsible for the following duties:
Responsibilities

Takes the lead in strategy, planning, development, and implementation of the management of UNEP’s complex external facing communications-focused multilingual websites; works with UN System peers, substantive, and advocacy experts to ensure UNEP’s priorities are highly visible and to incorporate its campaign messages and themes into all relevant online and related products.
Identifies sources and seeks funding and other support for innovation work, website improvements, publication dissemination improvements and other related projects.
Provides advice and expertise to managers, senior officers and other staff on a technological advancement, usability issues, search improvements across UNEP’s web and publications ecosystems, and external search engine optimization; anticipates and resolves technological problems.
Develops strategic partnerships, in close cooperation with the Head of social media, with technology and data-focused companies and organizations to elicit support for and maximize impact and reach of UNEP’s digital products and publications.
Oversees preparation of corporate e-newsletters and related mailing lists.
Evaluates results and impact of website and publication activities, reports on developments, trends and attitudes regarding UNEP.
Oversees day-to-day operation of the website unit and related work, interpreting and disseminating policy, providing procedural advice, improving reporting systems, handling operational and administrative queries, preparing budget submissions, establishment of contracts and working with vendors on provision of outsourced website services, establishing and/or coordinating training programmes and monitoring and evaluating results.
Coordinate and direct a team of website and related staff and/or mentor and supervise the work of junior officers.
Collects and analyzes data to identify trends or patterns and provide insights through graphs, charts, tables and reports using data visualization methods to enable data-driven planning, decision-making, presentation and reporting.

The ability to analyze and interpret data in support of decision-making and convey resulting information to management. Demonstrated in-depth knowledge of digital communications strategy, tools, approaches and practices for the creation and maintenance of high-quality digital campaigns and products. Ability to conceptualize, design and implement major information campaigns. Strong analytical skills and ability to rapidly analyze and integrate diverse information from varied multimedia and digital sources. Education

Advanced university degree (Master’s degree or equivalent) in communication, information studies, information management, computer science, international relations, or related field is required.
A first-level university degree in combination with two (2) additional years of qualifying work experience may be accepted in lieu of the advanced university degree.

Work Experience

A minimum of seven years (7) of progressively responsible experience in digital strategy and/or web development is required.
Experience in leading a diverse team managing multilingual content and related budgets is required.
Proven experience in development and maintenance of digital partnerships is required.
Experience in Drupal programming is desirable.
Two (2) years or more of experience in data analytics or related area is desirable.
At least three years’ experience managing a website for a major Science-focused organization that produces multiple publications is desirable.
