Finance Officer

Specific Responsibilities
Financial accounting

Keep appropriate records and do prompt recognition of transactions by ensuring that all financial data recognized promptly real-time into the system.
Timely settlement of payments, as and when they are due including payroll processing, prompt recognize and proper financial documentation and keeping proper filing of transaction documents. Custody of programmes financial documentation.
Record and track transactions-account receivables and payables activities.
Perform month end closing activities: Raising and recognition of adjustment entries to book of accounts; Accruals, income estimation and recognition; prepayments and depreciation recognition; expenses balance sheet schedules reconciliations, such as account reconciliation, revenue accounting, expense accounting & petty cash accounting
Maintain relationships with the local bank(s), suppliers and other service providers and ensure that ICS SP always receives excellent service.

Controls and reporting

Budgetary management: Ensure correct development, appropriate management and reporting on budgetary matters through. Support the translation of project proposal and plan into financial plan supporting project teams, leaders and partners in budget development and interpretation. Activity budgeting – Support budget holders and partners in the preparation of activity budgets periodic cash flow requests.
Ensure accountability documents comply with policies and accounting principles.
Reporting: Monthly management report; Donor reporting; cash flow report; Quarterly and annual financial reports; bank reconciliations; monthly project reports; Subsidiary accounts reports such as debtors, creditors, donor statements, partners’ statements; Adhoc reports.
Prepare accurate and timely statutory returns (NGO Board, tax, HELB, NITA,)&payroll deductions.
Audit facilitation – statutory and projects audit and donor appraisals and reviews through maintenance of audit files and schedules.

Human resource management support

Facilitate staff benefit packages (medical insurance, pension, severance pay and other benefits) and handle staff concerns arising out of these are attended to.
Manage staff time system; staff advance accounts maintenance including dealing staff travel advance management and reconciliations.

Capacity building:

Support partners’ financial management activities, partners training and support, regular monitoring of sub-partner budgets and expenditure levels ensuring compliance with contract agreements.
Support staff in financial management and operations matters building their capacity in financial management, policies, and guidelines.

Perform any other duties as may be assigned by the supervisor.
Minimum Academic Qualifications

At least a business degree specializing in Finance or accounting from a recognized University.
High integrity and accountability as well as a team player with excellent communication and interpersonal skills.

Minimum Professional/Technical Qualifications

Professional accounting / finance qualification- CPA, ACCA, CIMA and an up-to-date membership to a professional association.

Other Skills

Demonstrated skills in computerized accounting as well as Microsoft Dynamics 365 BC (formerly Navision), office 365.
Strong quantitative and analytical skills especially with long and many spreadsheets and attentive to details.
Critical thinking, with excellent writing and communication skills.
Excellent interpersonal skills.

Minimum Experience

Minimum of 5 years post qualification experience in an international non-governmental organization and in programme financial management.
Demonstrated experience in supporting international development programme activities.
Proven experience in management of grants and grants contracts, working with and interpreting applicable donor rules and regulations.
Demonstrated experience in donor requirements of key donor organizations. Experience in using computerized accounting system {Microsoft dynamics 365 BC (formerly Navision), will be an added advantage.}
