Purpose of consultancy
To contribute to frameworks and guidance for building and managing open-source contributor communities. The consultant will provide expertise in open-source community building and management within the Health Emergency Intelligence and Surveillance Systems Division.
Deliverables

Create methodology for building and managing open-source contributor communities for WHO open-source products and projects. 
Expected by: 31st December 2023.
Contribute to a detailed and comprehensive list of reviewed and recommended online forum platforms and tools for engaging contributor communities. 
Expected by: 31st December 2023.
Develop guidance and best practices for creating engaged, inclusive, and respectful contributor communities. 
Expected by: 31st December 2023.
Curate key metrics for tracking contributor community growth and engagement. 
Expected by: 31st December 2023.
Contribute to the creation of policies to build inclusive and respectful contributor communities with channels for dispute resolution and corrective action. 
Expected by: 31st December 2023.
Propose frameworks and processes for recognizing and rewarding open-source community contributors. 
Expected by: 31st December 2023.

Qualifications, experience, skills and languages
Educational Qualifications:
Essential:

University degree in Computer Science, Information Technology, or related fields.

Experience
Essential:

Minimum 7 years of relevant experience working in open-source technology.
Experience managing open-source contributor communities.

Skills/Knowledge:
Essential:

Expert knowledge of open-source communities and experience building and managing nascent open-source communities.
Good understanding of online community forums, tools, and platforms.
Ability to plan both online and in-person community events and engagements.
Good understanding of software developers, architects, and other technologists and how they work.
Knowledge of public health technologies and communities or practice around global health.
Proactive identification, reporting and resolution/mitigation of issues and risks.
Political acumen and ability to drive change and improvements in challenging, inter-cultural and complex environments.
Excellent communication skills.
