Chief Executive Officer

The Chief Executive Officer (CEO) is responsible to the Board of Trustees for the implementation of the Board’s strategic goals, the prudent management of resources and the giving of direction and leadership in the achievement of the Fund’s mission and strategic objectives. The Chief Executive Officer is also responsible for the day-to-day management of the Fund.
Key Responsibilities
The duties and responsibilities of the Chief Executive Officer will include:

Serve as the Accounting Officer of the Fund, responsible for the dayto-day management of the Fund;
Advise the Board and Government on all matters relating to the implementation of the Water Act, 2016;
Develop and recommend to the Board the long-term strategy, business plans and annual operating budgets; and establish proper internal monitoring and control systems and procedures;
Coordinate and prepare business-related proposals, reports and other submissions for consideration by the Board;
Mobilize resources for the Fund; and develop strategies to increase funding;
Identify and source for suitable development partners and beneficiaries for collaboration;
Formulate and implement principles, regulations and procedures, in consultation with the national government and county governments for financing projects;
Implement measures to ensure the efficient and equitable sharing of the resources of the Fund
Monitor implementation of projects in collaboration with the Board of Trustees;
Maintain and make available information on the projects financed and impact of such projects;

Qualifications
For appointment to this position, a person must have:

A minimum of fifteen (15) years’ relevant work experience, five (5) years of which must be in Senior Management;
Bachelor’s Degree in Business Management, Civil Engineering, Water Engineering, Agricultural Engineering or any other relevant equivalent from a recognized University;
Master’s Degree in Business Management, Civil Engineering, Water Engineering, Agricultural Engineering or any other relevant equivalent from a recognized University;
Professional qualification and membership to a professional body is desirable;
Proficiency in computer applications;
Have knowledge and a clear understanding of the water sector;
Demonstrate a clear understanding of local, national and international conventions and treaties governing the water sector;
Demonstrable experience in resource mobilization; and
Fulfil the requirements of Chapter Six of the Constitution of Kenya 2010.
