Senior Technical Advisor – Education Program Design & Resource Mobilization

Responsibilities:
1. Resource Mobilization Planning & Positioning

The STA-PDRM works closely with various leaders and teams, to position CARE EAE programs to have the greatest impact and influence; attract investment; and to be a partner of choice. This includes:

Working with various teams on identifying and vetting potential EAE funding opportunities.
Identifying additional opportunities that integrate elements of EAE into CARE’s Impact Areas.
Leading or participating in potential partnership and funding meetings.
Tracking key opportunities.

2. Program Design and Execution

Leading or supporting the development of innovative technical designs in EAE, incorporating learnings from other evidence-based programs within CARE and elsewhere.
Leading or supporting the writing of concept notes, proposals, presentations, and other key documents with key inputs from others.
Leading or supporting workshops and other sessions (in-person and virtually) for program design.
Ensuring the use of CARE’s program quality standards across all program designs.
Travel as needed.

3. Compiling and Using Learning for Program Design & Resource Mobilization

Developing a robust knowledge of ongoing trends and donor priorities.
Incorporating and institutionalizing learnings and best practices into program designs.
Leading and engaging in relevant key technical discussions within CARE and with other partners.
Supporting CO teams to develop presentations of their results and innovative strategies to position CARE in advance of upcoming proposals, including developing and updating capacity statements.
Representing EAE programs in key forums.

4. Team Participation

Participate in EAE and Program Strategy and Impact (PSI) regular meetings and retreats.
Represent the Sr. Director and other team members as requested.
Participate in EAE communities of practice and working groups, including in the Adolescent & Youth Working Group.
Meet regularly with the EAE Sr. Director and Facilitation Team around planning for resource mobilization.

Qualifications:

Master’s degree in education, international development, or a related field.
7-10 years of experience in a relevant field, and at least 2 years in a business development role.
Knowledge and experience with a variety of donors, including foundations and USG.
Demonstrated experience and successful track record in proposal writing for large and small donors.
Facilitation and training skills including development of training materials and facilitation of participatory program development and capacity building.
Experience working in developing contexts and with culturally diverse teams.
Evidence of outstanding English communication skills, including technical writing.
Knowledge of gender-transformative EAE strategies.
Strong skills in planning and organization, partnership, and collaboration.
Familiarity with research/analytical skills, including MEAL systems.
