The purpose
The EPR flagship initiatives aim to improve all Member States’ capacity to prepare, detect and respond rapidly during emergencies. This position will focus on PROSE interventions.
PROSE will focus on preparedness: to ensure that all Member States have Resilient Health Systems (RHS) to prevent, predict, timely detect, and promptly and effectively respond to all public health emergencies (PHEs) due to all hazards
The PROSE flagship will: support the member states to address gaps in IHR capacities and strengthen countries’ capacity to (1) anticipate risks, (2) plan for contingencies, and (3) prepare human and financial resources in response to known and novel threats and ensure that IHR core capacities are in place in the MEMBER States
Summary Of Assigned Duties
Under the coordination of the Regional Health Emergency Preparedness Programme of the WHO Regional Office for Africa (EMP/AFRO) and the direct supervision of the Risk Management and Country Preparedness Advisor based at the Emergency Hub based in Nairobi, Kenya, the consultant will perform the following tasks:
Support the coordination of the PROSE initiatives and activities through participating in planning activities, organization, implementation of essential emergency preparedness interventions namely: (i) universal health coverage program review (UHPR), (ii) Strategic Tool for Assessing Risks (STAR); (iii) Joint External Evaluations of (IHR 2005), (iv) Monitoring and Evaluation of (IHR 2005) Framework (v) mapping of resources for health security, (vi), development of multi-hazard plans (vii) and strategic risk communication plans and community commitments, (viii) the one health initiatives and Scaling Up of National Action Plans for Health Security(NAPHS) including Annual Operational Plans for NAPHS.
Provide WHO offices and Member States with useful technical guidance and information and new tools for the implementation of the IHR (2005) while (i) strengthening technical support to Member States in the planning and implementation of IHR 2005 core competencies, including at Points of Entry (POEs) and cross-border collaboration,
To support the implementation and follow up of effective utilization of the allocated funds for the flagship initiative-PROSE.
Carry out technical support missions and supervision, monitoring and evaluation of the interventional package under the PROSE flagship initiatives in the selected member states.
Support collaboration with regional partners such as the Regional Economic Communities such as the EAC, IGAD, SADC, Interntional organisations and institutions like the Africa CDC, ECSA, IFRC, UN Agencies and other technical and financial partners involved in emergency preparedness in East and Southern Africa.
Develop and submit to supervisors periodic activity reports on the implementation of PROSE initiatives including progress reports.
Perform any other duties within the competencies and abilities assigned by the supervisor.
Expected deliverables
As a result of the consultation, the following outputs are expected from the consultant:
Periodic work plans on a quaterly basis
An end-of-mission report.
Prose project mission and supervision reports.
Periodic progress reports on the implementation of the PROSE initiatives with a very clear M and E framework.

Essential
Education Qualifications
A master’s degree in medicine, public health, management, business administration, or in a similar area related to the functions of the position from an accredited and recognized institution.
Master’s qualification in Medical Sciences, Public Health and/or Epidemiologist,
Desirable
Specialized training in emergency management; specific training in project management and related strategy development with WHO and/or UN agencies, and experience working in relevant non-governmental organizations.
Having held a position with the MOH in the work areas of Emergency Preparedness, IHR, Disaster Risk Management and Epidemiology and Disease Surveillance
Experience
Essential:
The Professional/consultant Must Have The Following Profiles
Have at least 7 years of professional experience in developing countries with WHO or the MOH and demonstrate a track record of supporting Emergency Preparedness Activities such as Emergency and Disaster and Emergency Medicine, JEE, NAPHS, STAR, JRA, Multi Hazard Planning IHR-MEF activities, Outbreaks and public health emergencies, infectious disease control programs, the design of training tools for health personnel
Be familiar with WHO strategies, regulations and frameworks such as the (IHR 2005), and the IHR Framework and Monitoring and Evaluation.
Extensive experience in the management and evaluation of public health programmes and partnership development
Have national (MOH) and/or international experience in the field of technical support for public health emergency preparedness. response to epidemics and pandemic (COVID-19) and technical support to developing countries.
Have a perfect command of English and willing to be deployed within one
