Deputy Manager, Private Sector Engagement & Partnerships Senior Technical Officer

Roles & Responsibilities: 

Refine and implement USAID 4TheChild Private Sector Engagement Strategy.
Provide technical leadership to project staff and LIPs to identify and develop strategic partnerships with public-private sector actors to leverage for OVC services and support other project objectives.
Provide technical leadership for the design, formalization, and management of innovative public private partnerships – identify, assess, and recommend potential private sector partners and partnership opportunities for key private, public and civil society organizations.
Maintain records and databases of partnership prospects, and establish potential partnerships within various private sectors (private companies, foundations, financial institutions, public entities)
Engage with private sector partners and stakeholders, serving as principal private sector liaison for USAID 4TheChild.
Develop and support new and current partnership engagements including signing MoUs where applicable, identifying and building relationships with prospective collaborative partners.
Coordinate conversations, roundtables, and activities across several industry groups, business sectors, and civil society organizations to attract interest towards leveraged support for beneficiaries and sustainability.
Provide leadership in capacity building for LIP staff and community cadres – disseminate Employee Skills Assessment (ESA) report, support LIPs to use the ESA to inform training plan and track follow-up on ESA milestones.
Coordinate follow up and support technical staff and LIPs in order to extract benefit from those partnerships in terms of concrete projects and meaningful impact to project beneficiaries.
Work across departments in USAID 4TheChild to develop systems and policies that are supportive of the Private Sector Engagement Strategy and ensure periodic review and updating of policies once they are in place.
Ensure effective and collaborative partnership assessments and vetting on a routine basis so that the project is not exposed to undue risk 
Review partnership management practices, identify and follow up on actions to improve management practices.
Work with the Grants and Compliance Manager and legal office, to ensure that partnership tools and financial standards meet donor requirements and lobby for adaptation and flexibility as needed
Coordinate across teams to carry out Participatory Organizational Capacity Assessments (POCA), analyze assessment results, disseminate results, and use these to identify specific capacity building and organizational development needs, and provide training and targeted capacity strengthening support.
Provide timely and accurate reporting on private sector partnerships. 
Contribute to monitoring, evaluation, and learning; project communications, and project reporting. 

Required Education and Experience: 

Master’s degree in Business Administration, International Relations, Project Management, Public Administration, Social Studies, or any other related field. 
Bachelor’s degree in Business Administration, International Relations, Project Management,Public Administration, Social Studies, or any other related field. 
Proven partnership and capacity strengthening experience spanning over 5 years with at least 2 years’ experience in partnership-based programming or community-based programming. 
Prior experience with international organizations and the development sector is an asset.
Prior experience with Public Private Partnerships is an asset.
Demonstrated ability to maintain positive relationships with and accountability towards diverse actors including donors, private sector players, LIPs, government, and civil society partners.
Excellent project management skills including the demonstrated ability to conduct assessments, analysis, monitoring, and reporting as well as the ability to develop practical solutions within sets deadlines.
Demonstrated collaboration experience, creativity and willingness to innovate
Ability to work in a complex environment with multiple tasks.
Good skills and experience in all aspects of project cycle management – design and development, implementation, and monitoring and evaluation
Sound understanding of remote management/monitoring practices
Experience in organizational capacity development, training, mentoring, and coaching
Excellent training, facilitation, and capacity building skills
Proven experience in field level representation with key stakeholders and co-ordination with multiple stakeholders.
Strong analytical and conceptual skills and the ability to think and plan strategically
An excellent team player with good skills in teamwork and consultative approach to decision making
Contribute to monitoring, evaluation, and learning; project communications; and project reporting
