Job Specifications
Duties and responsibilities at this level will entail but not limited to:
Coordinating development, implementation and review of audit management systems of the Authority;
Providing secretarial services to the Board Audit Committee;
Leading development and implementation of a risk based audit strategy and annual plans for the Authority;
Planning and overseeing audits to assess controls, operational and technical efficiencies and compliance with relevant policies, procedures and regulations;
Ensuring continuous risk assessment and oversight of Authority’s effort to implement the risk management framework;
Ensuring verification of financial records to ascertain validity, accuracy and adherence to the accounting procedures;
Liaising with the Office of the Auditor General and ensuring follow-up on implementation of internal and external audit recommendations;
Driving operational improvements throughout the organization to ensure the economy, efficiency and effectiveness with which Authority’s resources and assets are utilized;
Directing implementation and compliance of internal controls and identify and
correct any deficiencies;
Preparing, reviewing and submitting audit reports to the Director General and the Audit Committee of the Board;
Ensuring compliance with principles and values of good governance, transparency, accountability, ethics and integrity;
Supervising, appraising and developing internal audit staff to ensure maintenance of high audit standards within the audit function;
Undertaking selected planned and special audit assignments;
Submitting quarterly and annual performance reports
Requirements for appointment
For appointment to this grade, a candidate must have: –
Master’s degree in Accounting or Finance or its equivalent qualification from a recognized institution;
Bachelor’s degree in Accounting or Finance or its equivalent qualification from a recognized institution;
Part III of the Certified Public Accountants (CPA) Examination or its equivalent qualification from a recognized institution;
A minimum period of fifteen (15) years in relevant work experience and at least five (5) years in a Senior management position in the Public Service or Private Sector;
Leadership course lasting not less than four (4) weeks from a recognized institution;
Member of the Institute of Certified Public Accountant of Kenya (ICPAK) or Institute of Internal Auditors of Kenya (IIA-Kenya) and/or Association of Certified Fraud Examiners (ACFE-Kenya) or any other relevant professional body in good standing;
Proficiency in computer applications
Good Communication skills
Demonstrated results in work performance and;
Fulfilled the requirements of chapter six of the Constitution
