Education

An advanced university degree preferably at PhD level in one of the following fields is required: Economics, Public Finance, Public Policy, Social Sciences, Political Science, or another relevant technical field.

Experience

Experience working with the Government of Kenya particularly on assignments related to National Planning and Budget making Processes.
At least five (5) years of progressive work and experience in the areas of social protection, vulnerable groups and related policy reform areas, including in-depth experience developing and drafting social development planning and economic policies.
Excellent analytical and writing skills demonstrated by proven record of publications and reports relating to analysis of vulnerable groups and/or relating to policies and programmes for their interventions including social protection sector planning, social protection policy, strategy and plan development, etc. As a part of the technical evaluation, applicants are requested to provide a recent piece of work completed.
Excellent communication and advocacy skills to engage in effective consultation at all levels of partners and government departments at the sector and sub-section working group.
Experience working with multiple international development, UN agencies and partners as well as the State Department for Planning.
Good knowledge of fiscal and macro-economics, and social policy in Low and Middle Income country context, particularly in Sub-Saharan Africa considered as a strong asset.
