Chief of Party (COP) Deputy Chief of Party (DCOP)

KPMG is seeking one (1) full time Chief of Party who will be available for the entire duration of the project assignment. The program is for 5 years, but the Chief of Party engagement would be dependent on the award of the Contract Award.
Responsibilities
The Chief of Party (COP) will provide overall leadership and technical direction for the program and will serve as the Institutional Liaison responsible for chief administrative oversight for the project.
Responsibilities will include:

Provide overall leadership and technical direction for the program and will serve as the Institutional Liaison responsible for chief administrative oversight for the project.
Serve as the primary liaison with USAID, the Government of Kenya, and other national and sub-national partners, responding to technical and administrative matters in response to USAID’s technical direction.
Experience and ability to work with, and build effective partnerships between, a broad range of stakeholder groups including government, civil society, private sector, multi-laterals and other donors.
Experience and ability to provide leadership, direction and in harnessing the multi-disciplinary skills of the technical personnel and consortium partners.
Performance monitoring, contract management oversight and impact evaluation. 
Information dissemination in liaison with the Contractor through workshops, conferences, fairs and any such events.
The Chief of Party will be expected to align to and assure adherence to KPMG’s internal policies, guidelines and ethics as well as USAID’s code of conduct and requirements.

Qualifications

An advanced graduate degree in a related field of study, e.g. environmental or civil engineering, agriculture, business administration, governance, etc.
A minimum of 15 years of professional experience in fields related to the successful implementation of this project such as water technical expertise, and local governance and private sector capacity building for improvement of water management and services. 
Proven leadership in the administration of similar size international donor support programs with skills in strategic planning, management, supervision and budgeting. 
Proven ability to develop and communicate a common vision among diverse partners and the ability to lead multidisciplinary teams.
Evidence of strong communication skills, both interpersonal and written to fulfil the diverse technical and managerial requirements of the contract.
Knowledge of Kenyan water security issues preferred.
Professional level of oral and written fluency in English.

 
The minimum qualifications defined for staff shall be strictly followed in the selection.
Duration and location

This is a 5-year programme, and the place of performance is Kenya.
