Deputy Finance Manager – Regions

Key responsibilities
Guide regional finance activities:

Enforce compliance to the field office operating manual and provide necessary inputs to aid in review.
Manage cash flows through liaison with Treasury team for regional office disbursements and payments to host institutions.
Review financial reports from host institutions for completeness/accuracy, post in the financial system, and maintain the relevant financial records.
Review host country agreements to ensure they are in favour of ILRI

Budgets and reporting:

Advice program teams on unit costs towards development of proposal budgets for projects implemented in field offices.
Consolidate and update field office local staff global costs.
Review field/regional office budgets and upload in the financial system.
Prepare monthly regional office reports and explain variances.

Audit and compliance:

Carry out compliance reviews from time to time.
Ensure timely support of audit requests and work closely with country reps and regional accountants to ensure audit issues are resolved and implementation plan of corrective actions is tracked.
Review financial accounting/reporting processes in regions to identify opportunities for improvement and enhancing efficiency.

Accounts payable/receivable management: 

Monthly reconciliations and allocation of staff, consultant and relevant AP/AR accounts to reflect correct position.
Review field office receivables and make recommendations for provisions as per policy
Review advances and advance liquidation reports for field office staff to ensure compliance with ILRI policies.

Leadership and performance management:

Technically manage regional/country office accountants and admins.
Coach and train field finance staff to improve efficiency, enhance compliance and ensure standardization of processes with headquarters.
Identify opportunities for professional development of field accountants & finance/admin officers.

Other:

Train the alternate position on all aspects of the job.
Replace Regional Finance Manager occasionally when he/she is off duty.
Can be called upon to work on tasks relating to program finance or other sections within Finance.

Requirements

Bachelor’s degree in Finance or Accounting or its equivalent. Master’s degree in accounting or business-related field is a plus.
Full accounting qualifications- CPA (K) or ACCA.
At least five years progressive experience in finance/accounting. Experience in a supervisory position is a plus.
Work experience in non-profit or international organization.
Knowledge of computerized accounting software required- Agresso Business World preferable.
Good computer skills.
Post location: The position will be based in Nairobi, Kenya.
