Requirements for Appointment     

Served for at least 15 years in Environment and Natural Resource in the Public Service or in a comparable and relevant position in the private sector
Bachelor’s Degree in any of the following disciplines: – Environmental Science, Environmental Conservation and Natural Resource Management, Environmental Conservation, Environmental Education, Environmental Health, Environmental Horticulture and Landscaping, Environmental Law, Environmental Management and Conservation, Environmental Resource Conservation, Environmental Studies and Community Development, Environmental Studies and Community Resource Conservation, Fisheries, Forestry, Geo-spatial Information and Remote Sensing, Agriculture, Aquatic Science, Bio-Resource Conservation and Management, Botany, Chemistry, Climate Change and Development, Coastal and Marine Resource Management, Conservation Biology, Disaster Mitigation and Sustainable Development, Dry Land Agriculture and Enterprise Development, Earth Science with Information Technology, Ecology, Environmental and Bio-system Engineering, Environmental Chemistry, Geography, Geo-information Sciences, Horticulture, Land Resource Planning and Management, Management of Agro-Ecosystem and Environment, Marine Resource Management, Meteorology, Natural Resource Management, Range Management, Waste Management, Water Resources and Environment, Wildlife Management or Zoology from a recognized institution;
Master’s degree in any of the following disciplines:- Environmental Economics, Environmental Diplomacy, Environmental Law, Environmental Science, Forest Survey for Sustainable Development, Forestry, Natural Resources Management, Environmental Governance, Environmental Policy , Geo-spatial Information and Remote Sensing, Geo-information Sciences, Environmental Planning and Management/Studies/Agro-forestry and Rural Development/Environmental Education/Health/Environmental Management and Legislation, Marine Science, Fish Science, Biological Science (Botany/ Zoology/ Aquatic Ecology/ Biology of Conservation), Management of Agro-ecosystems and Environment, Afro-Forestry, Environmental Chemistry, Climate Change Adaptation, Agriculture Resource Management, Agriculture Economics, Land and Water Management, Biodiversity Conservation, Limnology and Hydrology, Wildlife Conservation; Range Management, Meteorology, Climate Change or Sustainable Development from a recognized institution.
Certificate in Strategic Leadership Development Programme lasting not less than six (6) weeks from a recognized institution;
Certificate in Computer Applications from a recognized institution; and
Demonstrated managerial, administrative and professional competence in work performance and exhibited a thorough understanding of national goals, policies, objectives and ability to relate them to proper management of environment and natural resource function

Duties and Responsibilities
An officer at this level may be based at the Headquarters as the Head of Technical Division and will assist the respective Chief Officer in the day to day administration and management of the department.
Duties and responsibilities will involve:-

implementation of strategic plan; coordinate the setting of performance targets;
handling technical, administrative, human resource, budgetary and assets management issues; and
standards of the division in consultation with the Chief Officer. Other duties and responsibilities will depend on the mandate of the specific department and will entail;
policy formulation, interpretation and implementation; negotiation, legislation and domestication of the relevant MEAs and related processes;
conceptualization, development, implementation and monitoring of environmental and Natural Resource projects, programmes, and strategic initiatives;
rehabilitation, restoration and conservation of river basin and other riparian ecosystems

Additionally, an Officer at this level may be deployed as the Head of Technical Division and will assist the respective Chief Officer in the day to day administration and management of the department including:

Liaising with county governments on environment and natural resources;
Supervising, developing and implementing programmes and projects;
Coordinating regional and international negotiation process on Environmental matters and related processes;
Coordinating preparation of country position papers, speeches and interventions;
Undertaking capacity building activities;
Coordinating the development and implementation of environmental policy, legislation and related statues;
Coordinating preparation and implementation of work plans and performance contract target setting;
Coordinating the development and implementation of strategic plans;
Participating in the development and implementation of strategic plan;
Respond to Parliamentary issues;
Developing, publishing and disseminating national strategies on coordination, domestication and implementation of MEAs;
Participate in International Environmental governance;
Creation and promotion of strategic partnerships as well as Public Private Partnerships;
Coordinating financial and technical resource mobilization;
Overseeing staff appraisal;
Coordinating the domestication and implementation of MEAs;
Coordinating development of project concept notes;
Coordinating the development and management of environmental and natural resources information system;
Monitoring environmental and Natural resources projects and programmes;
Coordinating rehabilitation, restoration and conservation of river basins;
Coordinating climate change matters;
Supporting the County Governments in design and implementation of environmental programs and projects with a view to developing County level master plans on strategic environmental programs;
