Responsibilities
Provide leadership and strategic oversight of emergency and humanitarian affairs managed by CARE USA on behalf of CARE International to maximize their impact and effectiveness; in order to advance and realize a timely, scalable, quality, humanitarian response.
Lead the Humanitarian Affairs department with a sense of urgency, focusing on effective humanitarian action (response, preparedness and advocacy) and timely, scalable, quality, humanitarian response in countries
Oversee the recruitment, management and development of staff working on CARE’s Humanitarian Affairs to ensure a strong, diverse and high performing talent pool.
Oversee the management of financial and other resources to ensure they are used to maximize impact and to high standards of compliance and accountability.
Establish and manage strategic alliances and partnerships with peer organizations, universities, UN bodies, the private sector, and social enterprise working within the humanitarian field.
Expand and strategically position CARE’s humanitarian donor base and map-out and pursue new and non-traditional donor partners. Oversee and frame the identification and scaling of innovations; including cash programming, in humanitarian action that broaden our scope and impact on crisis affected populations; particularly women and girls.
Assure the integration of CARE USA’s Humanitarian response and programming with all other relevant Teams within USA: especially International Programs and Operations and Advocacy and Innovation.
Prioritize, organize and coordinates the flow of work based on rapidly changing support demands across various geographies, outcome areas and humanitarian needs.
Lead a process of fundamental change within CARE USA’s emergency and humanitarian response and programming towards CARE’s vision and actively contribute to CARE International’s overall humanitarian strategy and operations, as member of CARE Internationals Humanitarian Working Group (HWG) and with CARE International’s Emergency Group (CEG).
Working closely with CARE’s policy/advocacy team, regions and countries, lead the development and implementation of Humanitarian policy strategies and advocacy priorities to support the mission and goals of CARE and advance collaboration.
Ensure that the capacity and resources to effectively support humanitarian responses in the areas where CARE USA leads on behalf of CI (Food Security, SRHR, Logistics) are in place.
Qualifications
Master’s Degree or an equivalent combination of a Bachelor’s degree and experience.
10+ years’ experience managing international organizations in humanitarian response, recovery and long-term development
Experience in Emergency and Humanitarian programs management, policy, advocacy & evaluation
Familiarity and strong experience with funding agencies and international organizations and skills in external relations and advocacy
Understanding and proven change management processes related to the evolving roles of international NGOs
Leadership, organizational development & strategy skills.
Operations management skills & experience
Planning, budgeting and financial management experience & skills
Organizational and staff leadership, management, decision-making & development skills
Internal communications, teamwork and collaboration skills
Political acumen and familiarity with working with USG, DCHA/OFDA, UN etc.
Proven track record in humanitarian affairs.
Working experience in diverse regions, countries is preferred.
Fluency in at least one major foreign language preferred.
Direct experience in humanitarian action preferred
