Scope of Work:
The MEL Officer supports MSP’s Program Quality Improvement Team (PQIT), the Mission and other implementing partners activities related to monitoring, evaluation and verification. S/he is responsible for providing high quality inputs to MEL work orders and other related deliverables and products.
Monitoring and Evaluation:
Contribute to development and editing of reporting content for MSP progress and MEL reports.
Support revisions and maintenance of project AMELP and compilation and reporting on project indicators.
Participate in outcome harvesting interviews, record findings, and develop synthesis/ reporting content.
Support review of IP MEL plans.
Participate in MEL field data collection.
Contribute to the design, logistics and facilitation of MEL related trainings.
Support data quality assessments, including knowledge capture, interviews, document review, analysis and reporting.
Lead knowledge capture during internal and external team and MEL related meetings and discussions.
Third Party Monitoring/Monitoring & Verification
Support planning and coordination of site visits process (both remote and in-person).
Contribute to methodology development, inclusive of data collection tools.
Undertake qualitative and quantitative data collection.
Support qualitative and quantitative data analysis and high-level report writing.
Co-facilitate briefing/meetings with USAID and partner staff on findings.
Support the development of digital and GIS data collection methods and tools. (i.e. KoBo, ODK, ArcGIS (Survey 123) and DHIS2).
Participate in regular check-in calls with USAID staff, as required.
Support broader MEL and M&V related work orders, as determined by the supervisor.
Other duties as assigned.
Qualifications & skills
English language proficiency: must be able to write clearly in English.
Strong communication and interpersonal skills, and the ability to work effectively in a team environment.
5+ years’ experience with MEL, including support to performance management plans, creation and execution of MEL training, creating and implementing data collection tools.
Experience with data management platforms.
Experience working on USAID project level MEL.
Bachelor’s degree in Monitoring and Evaluation, International Development Statistics or any other related field.
Kenyan Nationals preferred.
