Responsibilities
The main objective of the SAPPHIRE project is to achieve effective long-term ecosystem management in the WIO Large Marine Ecosystem (LME) in line with the Strategic Action Programme (SAP) for the Sustainable Management of the Western Indian Ocean Large Marine Ecosystems as endorsed by the participating countries with the support of partnerships at national and regional levels.
Component 1, Deliverable 1.1.5 of the SAPPHIRE project focuses on implementation of priority national requirements for strengthening and improving national legislation, policy and institutional arrangements in line with the intentions of the LME SAP and to support the ecosystem-based approach, including national commitments to regional and global Agreements, Conventions and Protocols.
Objective of the Consultancy
The UNEP-Nairobi Convention would like to hire a consultant to support the Government of Comoros through the Directorate of the Environment in preparing a costed proposal for the development of policy/legislation and associated regulatory and institutional frameworks to guide the management of the Comorian coastal zone for sustainable exploitation of the resources. The consultant will liaise and collaborate with appropriate national stakeholders during the conceptualisation and preparation of the proposal.
The assignment will be home-based with a mandatory visit to Comoros to liaise with national stakeholders as appropriate and it is expected that the consultant will visit each of the three islands of the Comoros together with national counterparts. In executing the consultancy, the consultant will work closely with the Nairobi Convention Secretariat team, designated officials in Comoros, the SAPPHIRE project Implementing Agency (UNDP), National Focal Points of the Nairobi Convention and SAPPHIRE project, and others as deemed appropriate and necessary.
Specific Duties and Responsibilities: Under the overall supervision of the Head of the Nairobi Convention Secretariat and the direct supervision of the SAPPHIRE Project Coordinator, the consultant will be responsible for the following:
Assess the gaps and needs for an improved policy/regulatory environment and associated institutional arrangements for the management of the Comorian coastal zone in consultation with all relevant stakeholders on the three islands of Comoros and identify the priority areas that need attention.
Develop a roadmap highlighting the key steps necessary for drafting the improved policy/regulatory framework and developing/strengthening the required supporting institutional frameworks.
Depending on the gaps and needs identified, develop a costed proposal including feasible activities which could be supported by the SAPPHIRE project to support the policy/regulatory framework and associated institutional mechanism development process.
Qualifications/special skills
Academic Qualifications:
A Masters degree is required in marine science and/or other related disciplines (e.g.,fisheries management, natural resources management, environmental economics).
Experience:
10 years of work experience is required in proposal development and comprehensive knowledge of WIO regional natural resource management approaches, and associated policy, regulatory and institutional arrangements. Experience working with international programmes, particularly natural resource management programmes and projects especially in the WIO region would be desired.
Language:
English and French are the official working languages of the United Nations. For this consultancy, fluency in oral and written English and French is required.
