Monitoring and Evaluation, Research and Learning Officer

GEM seeks to recruit a Monitoring & Evaluation Officer who will be responsible for designing and implementing the monitoring and evaluation (M&E) activities of projects and assisting the Program Manager in preparing quarterly and annual reports on project progress. He/she will monitor project activities on a regular basis, developing and maintaining the Management Information System of the project. The Monitoring & Evaluation Officer will also be responsible for the research, collection and analysis of different data in relation to project and programme activities.

Job Location: Nairobi with frequent visits to projects sites
Key Roles and Responsibility

Develop a shared and centralised Monitoring Evaluation, Research and Learning System for the organisation.
Ensure a proper system of analysing and evaluating all reports
Lead Project rapid data quality assessment activities as per organisational calendar
Lead internal data quality assessment exercises according to planned schedules.
Develop Monthly and quarterly and annual project reports as per the set guidelines, standards, and timelines • Monitor all project activities, expenditures and progress towards achieving the project output;
Develop and strengthen monitoring, inspection and evaluation procedures
Monitor and evaluate overall progress on achievement of results in all projects
Monitor the sustainability of the project’s results
Provide feedback to the project teams on project strategies and activities
Suggest strategies to the project teams for improving the efficiency and effectiveness of the
project by identifying bottlenecks in completing project activities and developing plans to minimize or eliminate such bottlenecks
Conduct capacity assessment on existing monitoring and evaluation system
Participate in annual project reviews and planning workshops and assist the Project Manager in preparing relevant reports;
Assist the project personnel with M&E tools and in supporting them in their use.
Lead the design and implementation of the project’s monitoring and evaluation activities, including development of the project’s Performance Monitoring, Evaluation, Research and Learning (MERL) activities.
Develop design and implementation of the project’s assessment, baseline, midterm, and end term surveys including performance evaluations, and impact evaluations.
Designing and implementing mechanisms for continuous learning, collaboration, and adaptation for project staff, partners, donors, and other stakeholders.
Support development of work plans, weekly, quarterly and annual reports, other reports and papers summarizing project results and evidence
Develop the project implementation plans in partnership with the Program Manager, Project Officers and the Executive Director, in line with the organisation’s Strategic Plan and available funding
Develop learning and evaluation questions for all project activities.
Development and monitoring of project indicators; data collection and analysis, synthesis of data and program outcome reports, quality assurance and auditing of data.
Prepare and maintain data base
Any other duty as assigned by the executive director.

Knowledge

In-depth knowledge on MIS, PME&L and development issues
Excellent knowledge of monitoring and the application of methodology
Good understanding of capacity assessment methodologies; excellent ability to identify significant capacity building opportunities
Excellent communication skills (written and oral): Sensitivity to and responsiveness to all partners, Respectful and helpful relations with donors and project staff.

Skills

Good analytical skills
In depth understanding of monitoring evaluation and learning methodologies.
Excellent communication and writing skills, including experience of working effectively across cultures and with diverse audiences
Strong computer skills, including statistical packages (SPSS, STATA, Epinfo), and the ability to interpret data and construct models where appropriate

Qualification, Skills and Experience

At least three years of relevant working experience
Bachelor’s degree in social sciences or development studies
Understanding of research and evaluation methodologies (qualitative and quantitative)
Skilled in designing and managing data-gathering exercises effectively from field operations
Knowledge of qualitative research methods, including primary and secondary research
Experience in implementing programmes at the National and sub-National level
Any other academic or professional qualifications that will enhance the role, including short courses in development-related work, research skills, standards and guidelines, project and people management
A team player with excellent organizational skills
Impeccable analytical and interrogatory skills
Able to work independently with minimal supervision
