Environment under Review Subprogramme is evolving into Science Policy Subprogramme for UNEP’s next midterm strategy. The consultant will undertake a formative assessment of the current portfolio of projects and make determinations on degree of impactful delivery and identify corrective actions required to adhere to the foundational nature of Science Policy Subprogramme.

Duties and Responsibilities
Organizational Setting:
The United Nations Environment Programme is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment. The Policy and Programme Division is responsible for the organization’s strategy, overseeing special initiatives, which includes environment and security work, and the organization’s performance review and monitoring. This consultancy is in the Environment Under Review Subprogramme Unit of the Policy and Programme Division at the Nairobi Duty Station and reports to the Environment Under Review Sub Programme Coordinator within the Policy and Programme Division Unit of UN Environment Programme.
Duties and Responsibilities:
Strategic Positioning, Concept and Design:
The Consultant will assess the concept and design of the overall scope of projects under the environment under review Subprogramme, including an assessment of the appropriateness of the objectives, planned outputs, activities, and inputs as compared to cost-effective alternatives. Identify niche areas where UNEP can further add advantage and efficiency to the programme/project. The strategic positioning and design of the Subprogramme projects will also be reviewed against the strategic questions of interest to UNEP.
Monitoring, Evaluation and Risk Management:
Coordinate with the Subprogramme coordinator in monitoring to capture significant developments and inform responsive management. The Consultant will assess how lessons learned have been captured and operationalized throughout the period under investigation. The consultant will periodically coordinate with UNEP Regional Offices and national focal points and experts to analyze the outcomes of UNEP’s technical and institutional support, highlight the environmental policy and data gaps and integrated approaches used, where relevant.
Methodology:
The methodology involves the use of project documents, Programme Performance Review, Quarterly reports, Science Briefs, and other relevant documents. The consultant will also apply quantitative and qualitative evaluation methods as appropriate, to determine project achievements against the expected outputs, outcomes, and impacts.
Approach:
Both quantitative and qualitative evaluation methods will be used as appropriate to determine project achievements against the expected outputs, outcomes and impacts. It is highly recommended that the Review Consultant maintains close communication with the project team(s) and promotes information exchange throughout the review implementation phase in order to increase their (and other stakeholder) ownership of the review findings.
Qualifications/special skills
Academic Qualifications: An advanced university degree in environmental sciences, international development, political, social sciences or related field is required. A first level university degree in combination with two additional years of relevant experience may be accepted in lieu of the advanced university degree.
Experience: Minimum 10 years of professional experience in environmental policies, science-policy interface, impact assessments are required.
Working knowledge of the UN system and partners is desirable.
Experience in strategic planning of Programme of Work in particular to Environment under Review sub programme is required.
Minimum 5 years of professional experience in project management, monitoring and evaluation of environment related projects is required.
Proven experience of evaluating multi-donor projects using the Theory of Change and result-based logical framework approach is required.
Language: English and French are the working languages of the United Nations Secretariat. For this position fluency in oral and written English is required
