Job Overview
IRC is seeking a Senior Protection Officer, based in Nairobi under the direct supervision of the Senior Protection Manager. The Senior Protection Officer will contribute to the successful implementation of protection activities under the Building Incomes and Leveraging Livelihoods for Youth (BILLY) Project. Main responsibilities will include rights awareness raising, training on refugee rights, provision of legal information, facilitating referrals, capacity strengthening and contributing to advocacy for the rights of forced migrants.
Major Responsibilities
Plan and implement protection activities, i.e., information sessions, rights awareness raising, training workshops on refugee rights, provision of legal information, capacity strengthening, and advocacy targeting clients, government, and the public.
Undertake literature/legislation reviews related to the protection of refugees and forced migrants in Kenya, prepare reports outlining the findings and recommendations.
Support supervisor in delivering trainings to multiple partners, including government authorities.
Support the Senior Protection Manager in lobbying and advocacy actions aimed at advancing the rights of refugees, asylum seekers and other forced migrants in Kenya.
Provide accurate advice to clients in accessing assistance and services and in certain cases, aid in accessing these documents by administrative support.
Work closely with caseworkers to identify and address clients’ needs including through referrals to humanitarian partners, government, or UN agencies.
In close coordination with the livelihoods team, identify cases requiring administrative, registration and legal advice or assistance.
Establish appropriate Standard Operating Procedures for case management.
Contribute towards protection program development and proposal writing.
Contribute to implementation of Accountability mechanisms, protection principles are gathered.
Prepare and maintain detailed program and activity work plans.
Review developed legal content for distribution to clients.
Partnerships and Coordination
Participate in relevant meetings, working groups and coordination meetings.
In collaboration with the Senior Protection Manager, develop and maintain effective working relationships with multiple partners such as the government, UN agencies, community leaders, national and international organizations.
Liaise directly with communities, government, partners, and UN agencies on refugee protection to ensure coordination and effective implementation of activities.
Participate in joint protection activities with the government, UN agencies, international organizations, national organizations, and donors.
Monitoring and Reporting
Support the Senior Protection Manager in assessing progress (against project objectives) and identify implementation issues, provide solutions, and implement modifications as required.
Maintain an up to-date activity tracking tool of all protection related activities.
Contribute to development of IRC internal reports and donor reports.
Work closely with the IRC colleagues in supply chain, finance, and grants to ensure timely implementation and compliance of program activities.
Ensure implementation of the agreed upon work plans and share relevant information and direction to improve quality and achieve timelines.
Staff Support
Provide technical guidance, on the job mentoring and coaching for caseworkers.
Ensure ongoing training and targeted capacity building of caseworkers.
Review performance of caseworkers and provide encouraging approaches to address issues identified. Update
Qualifications
Four to six years’ experience working in the field of Protection, Social Protection, Community engagement or related fields.
Experience working with refugees, asylum seekers and other forced migrants desirable.
Experience working with a humanitarian organization.
Knowledge of refugee protection issues, refugee context
Knowledge of national, regional, and international legal frameworks governing management of refugees.
Bachelor’s degree in Law, political science, social sciences, or another relevant field.
Excellent analytical, writing skill and fluency in English.
Preferred experience & skills:
Development of training materials and facilitating training workshops for a range of partners on refugee protection.
Collaboration with the affected population, government, UN agencies, national and international organizations
Excellent understanding of protection principles, human rights, and protection case management
Legal environment analysis to advise programming.
Advocacy for favorable legislation governing management of refugees.
Strong interpersonal and time-management skills; shown ability to prioritize and deliver on time.
Strong supervisory and organizational skills
Great attention to detail
Strong analytic problem-solving skills
Ability to work both independently and in a multifaceted, cross-functional team.
Proficient in Microsoft Office suite (Word, Excel, PowerPoint etc.)
