Duties and Responsibilities
To provide overall supervision of the supply chain management department
To coordinate, formulation and implementation of supply chain management policies and strategies;
To oversee the preparation of the annual procurement plan, budget proposal and coordinate its implementation as per the law;
To provide professional opinions for all tenders;

To provide professional opinion for all tenders to the Chief Executive Officer and ensure line managers are provided with logistical advice to ensure effective and efficient procurement;
To plan and manage all activities involved in sourcing suppliers, procurement, quality assurance, financial, logistics and delivery activities;
To ensure preparation of monthly, quarterly, semi-annual and annual reports on procurement activities and as provided by law are sent to PPOA;
To ensure that the Best Practices are employed in the supply chain management;
To provide advice to the CEO on the constitution of the disposal committee and overseeing the disposal of obsolete assets/items;
To supervise preparation and out tender bidding documents/requests for regular and specialized supplies (including consultancy and outsourced services);
To schedule procurement in line with the budget;
To provide an oversight to the requisitions process to ensure competitive quotations for the purchases of goods: this includes facilitation of opening of tender or quotation documents;
To ensure that services and goods are delivered on time and are within stated specifications and standards;
To monitor usage of purchases and supplies to ensure that irregularity, duplication and wastage is minimized;
To advise the CEO on the constitution of tender evaluation committees;
To ensure that periodic stock taking, control, audit and interpreting the reports;
To ensure preparation and management of inventory control register;
To provide secretariat services to the opening and evaluation of committee of quotations or tender
To manage the performance of the procurement team and undertake appraisal of staff.
To monitor performance of supplies, goods, works and services;
Prequalify and maintain accurate records of the Fund’s suppliers and service providers.
Person Specification
At least eight (8) years working experience, four (4) of which must have been at a managerial level or senior level in Supply Chain Management;
Master’s degree in relevant field from recognized Institution
Bachelor’s degree in any of the following disciplines: – Procurement and Supply Chain Management; Purchasing and Supplies Management. Supply Chain Management; Procurement and Contract Management; Logistics and Supply Chain Management; Procurement and Logistics Management or equivalent qualification from a recognized institution;
Certified member of the Chartered Institute of Purchasing and Supplies;
Certificate in computer applications from a recognized institution;
Strategic leadership Course from a recognized institution.
Membership of a relevant professional body in good standing
Valid Practicing license from KISM
Demonstrated results in work performance
Must be a citizen of Kenya
